BOGOR - Member of Commission VI of the Indonesian House of Representatives from the NasDem Party Faction Asep Wahyuwijaya said the establishment of a creative asset-based financing scheme for micro, small, and medium enterprises (MSMEs) can strengthen the national creative economy ecosystem.

Asep in his statement in Bogor, Wednesday, explained that the discussion of the Industrial Design Bill which will replace Law Number 31 of 2000 not only concerns the protection of intellectual property, but also relates to access to financing and strengthening the national creative economy ecosystem.

"The issue of industrial design is not merely a matter of intellectual property rights. This touches on access to financing, the competitiveness of the creative economy, and the future of millions of Indonesian MSMEs," said Asep, who had attended a hearing of the Special Committee on the Industrial Design Bill with the National Bank Association (HIMBARA), the Creative Economy Agency (Bekraf), and the Ministry of MSMEs in Jakarta, reported by Antara.

The NasDem Party legislator from the West Java Electoral District V Bogor Regency encouraged collaboration between HIMBARA, Bekraf, and the Ministry of MSME to build a creative collateral financing scheme or creative asset-based financing.

He explained that HIMBARA requires a methodology for the valuation of creative assets that can be accounted for and still meet the principles of banking prudence. Meanwhile, Bekraf is considered to have data on the creative economy sub-sectors, and the Ministry of MSME has a database of business actors.

According to him, the synergy of the three parties can produce a financing system that allows the intellectual property of MSMEs to become part of the financing instrument.

In addition to financing, Asep also proposed the establishment of an integrated intellectual property clinic as a one-stop service for creative MSMEs.

He said that the service could include education, assistance in registering industrial designs, assessment of intellectual property assets, and access to financing.

In the scheme, the Ministry of Law and Human Rights is proposed to be the technical host, Bekraf as a curator of the creative economy sub-sector, the Ministry of MSME as the entry point for business actors, and HIMBARA to support financing literacy.

Asep also highlighted the importance of developing a database of Traditional Cultural Expressions (EBT) and its commercialization instruments, especially in the creative subsector which uses many traditional motifs.

According to him, the framework is needed to protect the indigenous community while opening up innovation space for creative MSMEs.

"Traditional cultural expression-based products must also have certainty so that they can be financed by HIMBARA without the risk of disputes later," he said.

Asep assessed that the involvement of HIMBARA, Bekraf, and the Ministry of MSME from the beginning of the discussion of the Industrial Design Bill was important so that the law was able to create a conducive creative economy ecosystem and have a real impact on MSMEs.
