JAKARTA - The Ministry of Maritime Affairs and Fisheries (KKP) noted that budget realizations were often above 90 percent during 2020-2024. However, high budget absorption is considered unable to optimally answer problems in the marine and fisheries sector.

This is reflected in the presentation material displayed when the KKP held a Working Meeting (Raker) with Commission IV of the DPR RI at the Parliament Complex, Senayan, Jakarta, today.

The details, for 2020, the absorption of the KKP budget reached 91.27 percent, then rose to 98.89 percent in 2021. Then, it fell slightly to 98.70 percent in 2022.

Furthermore, in 2023 it was recorded at 98.15 percent and the KKP budget absorption fell to 97.25 percent in 2024.

"The response is relatively high, but has not been able to optimally answer problems related to increased production, the welfare of the fishery business community and economic contribution," said KP Minister Sakti Wahyu Trenggono, Monday, November 24.

For this reason, Trenggono said that the transformation of program planning and budget management in 2025 was carried out in accordance with Presidential Instruction No.1/2025 concerning Expenditure Efficiency in the Implementation of the State Revenue and Expenditure Budget and Regional Revenue and Expenditure Budget for Fiscal Year 2025.

"The fundamental changes in budget allocation are more focused selectively, efficiently and effectively on financing priority programs directly have an impact on achieving the national development goals set by the President (Prabowo Subianto), namely economic growth, improving community welfare and improving the quality of human resources," he said.

In line with President Prabowo Subianto's policies and directions, Trenggono said, his party has also refocused programs and budgets for the 2025 Fiscal Year (TA) in the current year.

"The reformulation of program financing carried out is focused on answering the problems that occur, including the lack of optimal national fish production to support food self-sufficiency, MBG programs and downstream fisheries industry," he explained.

"Second, the welfare of the community, marine and fishery business actors (KP) are still low and the sector's contribution to the national economy has not been optimal," he continued.

Trenggono added that at least four priority programs had been approved by the Head of State. First, the construction of the Red and White Fishermen's Village (KNMP) in 100 locations is carried out in stages. Second, the salt self-sufficiency program through extensification and intensification.

Third, the tilapia copy fish cultivation modeling program in Karawang. Fourth, the thematic cultivation development program to support the Free Nutrition Food (MBG) program and community empowerment programs to improve the welfare of the marine and fisheries community.

"These programs are believed to have a positive impact on improving community welfare, increasing fish production, creating jobs and economic growth," he said.
