Year-End Economic Stimulus: Official Transportation Ticket Discount Begins

JAKARTA - The government continues to encourage national economic growth by preparing various policies and stimuli.

One of the steps taken at the end of this year is the provision of Transportation Ticket Discounts during the Christmas or Christmas 2025 and New Year 2026 holidays.

Coordinating Minister for Economic Affairs Airlangga Hartarto explained that this program aims to provide incentives as well as increase the movement of people during holidays.

"This policy is a direct direction of the President to provide incentives to the community through the provision of more affordable transportation services. Community mobility is a very important component and plays a major role in encouraging economic growth, so it needs to be optimized during the 2025/2026 Nataru Holiday," he said in his statement, quoted Friday, November 21.

The 2025/2026 Transportation Ticket Discount Program has been prepared since before the fourth quarter, and all technical preparations have been discussed and prepared together, especially through technical discussions at the Government Strategic Program Acceleration Task Force (P2SP Task Force).

For the finalization of technical preparations in the implementation of this program, it was mutually agreed at the P2SP Task Force Technical Coordination Meeting on Thursday, November 20, 2025 which was held at the office of the Coordinating Ministry for the Economy.

On this occasion, it was also conveyed as the legal basis for the implementation of the Transportation Ticket Discount program, a Joint Decree (SKB) of 4 Ministers/Heads of the Agency, namely the Minister of Transportation, Minister of Finance, BP BUMN, and BPI Danantara, namely SKB Number PJ-MHB 9 of 2025, Number 303.2 of 2025, Number 20 of 2025 and Number SKB.10/DI-BP/X/2025, on 28 October 2025.

The SKB regulates the Assignment of the SOEs for the Transportation Sector in Providing Transportation Rates Discounts for Economic Stimulus at the 2025 Christmas Holidays and 2026 New Year.

The air transportation discount itself began to be implemented at the end of October 2025, in line with the issuance of Minister of Finance Regulation Number 71 of 2025 which provides Government Borne VAT incentives (DTP) for air transportation services.

Meanwhile, for the Ticket Discount program for trains (PT KAI), sea transportation (PT PELNI), and ferry transportation (PT ASDP Indonesia Ferry), with the issuance of the SKB Assignment to the BUMN Transportation Sector, will take effect simultaneously starting November 21, 2025 at 00.01 WIB.

Thus, the public is expected to have started ordering train tickets, ships, and ferry transportation according to their vacation plans.

Transportation discounts in Nataru are given for the travel period from 22 December 2025 to 10 January 2026, except for discounted ships, which are given for the travel period from 17 December 2025 to 10 January 2026.

The Transportation Ticket Discount Program on the 2025/2026 Nataru Holiday has a different amount and target number of passengers for each mode of transportation that will be used by the community:

1) Train Ticket Discount (PT KAI)

Ticket discount is 30 percent of ticket prices for commercial economic train trips (156 Regular Trains and 26 Additional Trains).

Badminton Discount will be given to 1,509,080 passengers.

Ticket purchases were made through all official channels for ticket sales of PT KAI.

2) Sea Transportation Basic Tariff Discount (PT PELNI)

The discount on sea transport tickets is 20 percent of the basic tariff (equivalent to 16 percent-18 percent of the total ticket price) for economy-class ship passengers.

Badminton Discount will be given to 405,881 passengers.

Ticket purchases were made through all official channels for ticket sales of PT PELNI.

3) Ferry Transport Rate Discount (PT ASDP Indonesia Ferry)

This is the result of discounted crossing transport tickets in the form of 100 percent port service rates (equivalent to real discounts, an average of 19 percent of the integrated tariff) which applies on 8 routes on 16 ports.

Badminton Discount will be given to 227,560 passengers and 491,776 vehicles or equivalent to 2.34 million passengers.

Ticket purchases are carried out by the Ferizy application.

4) Aircraft Ticket Discount

The flight ticket discount ranges from 13 percent-14 percent of ticket prices, which are the accumulation of various cost reduction components.

Badminton Discount will be given to around 3.59 million passengers.

In addition, a policy of extending airport operating hours is also set to strengthen smooth mobility during the holiday period.

To encourage community mobility during the Nataru holiday, the Government through the Ministry of Tourism has also prepared various events, especially in three tourism destination areas, namely Jakarta, Yogyakarta, and Bali.

The government has also mapped at least 42 Calendar Events which includes various international events, Kharisma Nusantara Event, MICE, and regional events during the Nataru holiday period.

Starting from the Minangkabau Pesona Festival in West Sumatra on December 4-6, the Jogja ROKarta Festival in Yogyakarta on December 6-7, Festiloka Panggung Nusantara on December 26-31 at Anjungan Sarinah Jakarta to the 2026 Bali Countdown GWK event in Bali.

Meanwhile, the Ministry of Elementary and Secondary Education (Kemendikdasmen) has also coordinated the determination of year-end school holidays to harmonize the education sector to help boost the national economy.

Based on the mapping of the education calendar, the majority of provinces have set odd semester holidays between December 22, 2025, and January 3, 2026.
