Commission VI Of The House Of Representatives Highlights Kopdes Cost Of IDR 1.6 Billion Per Building

JAKARTA - Commission VI of the DPR RI highlighted the design and cost of building the Merah Putih Village Cooperative which was pegged at IDR 1.6 billion per building unit. Because it is considered a waste of state money.

Member of Commission VI of the House of Representatives, Mufti Anam, said the budget for the construction of the Red and White Kopdes was too large. Meanwhile, he said, the community is currently struggling.

"Why should we achieve the achievement of wasting the state budget, which today is difficult for the people to eat tomorrow. Moreover, let alone Rp1.6 billion in building one building, Rp1 billion is already Rp 80 trillion in state money spent," he said in a meeting of Commission VI of the DPR with the President Director of Agrinas and the Coordinating Ministry, in Jakarta, Tuesday, November 18.

Meanwhile, Deputy Chairman of Commission VI of the Indonesian House of Representatives (DPR) Nurdin Halid highlighted the construction design of the Red and White Kopdes. He is worried that the design will not be evenly distributed to 80,000 Red and White Kopdes.

Furthermore, Nurdin also asked the Minister of Cooperatives Ferry Juliantono and the Managing Director of Agrinas Joao Angelo De Sousa Mota to reconsider the design. Because not all villages are busy.

"Please consider the Minister (Cooperation), Mr. President Director (Agrinas), don't let it become a goat cage. Because there are villages, sir, there are 500 or 100 people, or 1,000 people and their houses are far apart. That's impossible, the village is 5 km away, 3 km (from Kopdes). Of course, you don't want to come shopping. Experience in the past, building a fertilizer warehouse for 30 tons, so goat cages," said Nurdin.

According to Nurdin, Agrinas' design is only suitable for implementation in Java. However, for areas that are not crowded with residents, it is proposed that it be different so that it does not function if the sale of the Red and White Kopdes is empty of buyers.

"For all of Java, it can be because there are many people, many urban villages are suitable. But Kalimantan, Papua, Sulawesi, please consider it," he said.

Previously, PT Agrinas Pangan Nusantara budgeted for the construction of a unit of the Red and White Village Cooperative to reach Rp1.65 billion. The budget is used for physical development, facilities and logistics vehicles.

President Director of Agrinas Pangan Joao Angelo De Sousa Mota said each unit of Kopdes building has an area of 20x30 meters. Where the construction budget for each cooperative is determined to use a standard of IDR 2.93 million per square meter.

"We have budgeted Rp1,658,000,000 for one building of the Red and White Cooperative, approximately Rp2,938,000 per square meter for all of Indonesia," he said in a working meeting and RDP with Commission IV of the DPR, Jakarta, Tuesday, November 18.

According to Joao, the price budgeted by his party is very rational. Especially considering that budget proposals from regions vary.

Furthermore, he said that if the construction of the cooperative uses the applicable cost index, it is estimated that the required budget will reach around Rp600 trillion.

"In Papua, the budget per meter is around Rp. 24,000. Sumatra areas or in NTT areas can be around Rp. 12,000 in certain areas. Only in Java, which is around Rp. 1 million," said Joao.

In detail, in the future each physical building of the Red and White Kopdes will have store outlets, clinics, pharmacies, savings outlets, fertilizer warehouses, food warehouses, and subsidized LPG warehouses. In addition, four logistics vehicles in the form of a truck, one pick-up 4x4 car, and two three-wheeled motorcycles will be provided.

Furthermore, Joao revealed that the construction of the Red and White Kopdes had started on October 17, 2025. To date, 1,200 points are being built. The target is that around 2,930 points per day will be built.

"In the store outlet there is also 3.5 x 10 (meters) for village clinics. In addition, there is also a warehouse, specifically for fertilizers around 4x6 (meters) outside of warehouses for basic materials to be sold in cooperatives," he said.
