Prabowo Lantik Dony Oskaria Becomes Head Of BP BUMN, Aminuddin And Tedi As Representatives

JAKARTA - President Prabowo Subianto officially inaugurated Dony Oskaria as Head of the State-Owned Enterprises (BUMN) Regulatory Agency (BP).

Dony's inauguration coincided with the change in the status of the Ministry of SOEs to the regulatory body.

The status changes are in line with the inauguration of the Draft Law (RUU) on the Fourth Amendment to Law Number 19 of 2003 concerning State-Owned Enterprises (BUMN).

Dony's inauguration is based on Presidential Decree (Keppres) Number 109/P of 2025 concerning the Appointment of the Head and Deputy Head of BP BUMN which was read by the Deputy for Apparatus Administration of the Ministry of State Secretariat, Nunik Purwanti.

Apart from Dony, Prabowo also inaugurated Aminuddin Ma'ruf and Tedi Bharata as Deputy Heads of BP BUMN. Previously, Aminuddin was Deputy Minister of SOEs, while Teddy served as Deputy for Human Resources, Technology, and Information at the Ministry of SOEs.

For your information, the status of the Ministry of SOEs has officially changed to the Regulation Agency (BP) in line with the ratification of the Draft Law (RUU) on the Fourth Amendment to Law Number 19 of 2003 concerning State-Owned Enterprises (BUMN).

PANRB Minister Rini Widyantini representing President Prabowo Subianto said the government approved the BUMN Bill to be enacted into law (UU).

"With this strengthening of the legal framework, SOEs are expected to play a more strategic role as development agents as well as a healthy, competitive, and global competitive business entity," said Rini when conveying the government's final views in the 6th Plenary Meeting, at the DPR Building, Jakarta, Thursday, October 2.

Rini explained that the amendment to the BUMN Law was born from the urgency of affirming the function of regulators and operators, and strengthening governance, and providing legal certainty of the position of BUMN in state administration.

Furthermore, Rini said that the change was also intended so that SOEs would become a catalyst for development as well as an agent for inclusive and sustainable economic transformation.

"The fourth amendment to Law Number 19 of 2003 concerning SOEs is not just an administrative revision, raising a strategic step to strengthen the position of BUMN as a national economic driver as well as a welfare-oriented state policy instrument," he said.

Rini said the main material in the BUMN Bill that was ratified included the institutional transformation of the Ministry of SOEs into the BUMN Regulation Agency (BP BUMN).

"Institutional transformation from the Ministry of State-Owned Enterprises to the State-Owned Enterprises Regulation Agency, which is abbreviated as BP BUMN," he said.

In addition, the BUMN Bill also regulates the transition period for the concurrent positions of ministers and deputy ministers in BUMN no later than two years after the decision of the Constitutional Court was read.

Kemudian, juga mengatur karyawan BUMN berpeluang menduduki posisi direksi, dewan komisaris, maupun jabatan manajerial lain dengan mengedepankan kesetaraan gender.

Lalu, juga mengatur terkait perpajakan atas transaksi yang melibatkan Danantara Indonesia, holding investasi, holding operasional, entitas BUMN, maupun pihak ketiga akan diatur lebih lanjut melalui peraturan pemerintah.

Selanjutnya, sambung Rini, Badan Pemeriksa Keuangan (BPK) tetap berwenang melakukan pemeriksaan terhadap BUMN sesuai peraturan perundang-undangan.

Rini menambahkan pegawai Kementerian BUMN juga akan dialihkan menjadi pegawai BP BUMN.

“Transformasi kelembagaan, penegasan kedudukan organ dan pegawai, pengaturan dividen, perpajakan, serta kewenangan BP BUMN merupakan upaya menciptakan tata kelola yang jelas antara regulator dan operator,” ujarnya

Then, it also regulates that BUMN employees have the opportunity to occupy the position of directors, board of commissioners, and other managerial positions by prioritizing gender equality.

Then, also regulates taxation on transactions involving Indonesian Danantara, investment holding, operational holding, BUMN entities, and third parties will be further regulated through government regulations.

Furthermore, continued Rini, the Supreme Audit Agency (BPK) remains authorized to conduct an examination of SOEs in accordance with statutory regulations.

Rini added that employees of the Ministry of SOEs will also be transferred to BP BUMN employees.

"Institutional transformation, affirmation of the position of organs and employees, dividend regulation, taxation, and BP BUMN authority are efforts to create clear governance between regulators and operators," he said
