CSIS Calls State Security Authority Corrections Necessary In Current Conditions

JAKARTA - Center for Strategic and International Studies or CSIS Indonesia emphasizes the importance of corrections to the role of security actors in civilian space.

According to CSIS Department of Politics and Social Change Researcher Nicky Fahrizal, the government's tendency to normalize the use of military instruments in the civilian realm has the potential to create friction of authority with other institutions and obscure the role limits that each institution should run.

Nicky emphasized that the fundamental solution to this problem is to return the TNI and Polri to their respective paths in accordance with the portion and institutional mandate. The TNI is said to have a major role in the defense sector, while the Police functions as a security guard and public order.

"The only way to reset this is to return the two actors to their portion, on the track, according to their respective portions," he said.

He considered that the revision of the TNI Law had provided greater flexibility for the state institution to enter civilian spaces. On the other hand, the role of the police is also increasingly dominant in people's lives.

If there is no correction to the authority, Nicky is concerned that the political, legal and democratic order that should rely on civilian supremacy will face serious and even collapse threats.

"So, this issue must be seen more deeply," explained Nicky.

Therefore, Nicky assessed, now is the right moment to make fundamental corrections to the authority of security actors, so that the balance between defense, security and civilian supremacy can be maintained again.
