JAKARTA - The Directorate General of New, Renewable Energy, and Energy Conservation (EBTKE) of the Ministry of Energy and Mineral Resources (ESDM) is currently assessing 293 water reservoirs owned by the Ministry of Public Works (PU) for use as floating solar power plants (PLTS).
According to Andriah Feby Misna, Director of Various New and Renewable Energy (EBT), the Directorate General of EBTKE at the Ministry of Energy and Mineral Resources (ESDM), the government has been pushing ahead with the development of several ground-mounted and floating solar power plants (PLTS). Therefore, the Ministry of Energy and Mineral Resources continues to coordinate with the Ministry of Public Works to develop the potential of 14.7 GW, while the potential capacity in lakes is around 74.67 MW.
"The potential for floating power plants alone is approximately 89 GW spread across 293 locations," she said at the Media Briefing for the Indonesia Solar Summit 2025 on Tuesday, September 2.
He detailed that the 293 potential floating solar power plant (PLTS) locations are divided into 257 dam locations, with the remaining 36 lake locations.
He continued, explaining that after the Cirata Floating Solar Power Plant (PLTS), three other floating solar power plant projects are in the pre-construction stage with a total capacity of 210 MW: the Saguling Floating Solar Power Plant (PLTS) in West Java, the Singkarak Floating Solar Power Plant (PLTS) in West Sumatra, and the Karangkates Floating Solar Power Plant (PLTS) in Malang, East Java.
"So, we are encouraging collaboration with the Ministry of Public Works to encourage reservoirs to install floating solar power plants," he continued.
The Ministry of Energy and Mineral Resources, he continued, is also encouraging PT PLN (State Electricity Company) to collaborate with state-owned enterprises (SOEs) in the construction sector, or those managing dams.
"So, there will be collaboration between SOEs within the Ministry of Public Works and PLN. SOE collaboration can encourage solar power plant development," Feby concluded.
