Rosan Calls Ease Of Licensing The Key To Growing Investment In The Second Quarter Of 2025

JAKARTA - Minister of Investment and Downstreaming or Head of the Investment Coordinating Board (BKPM) Rosan Perkasa Roeslani said that the main cause of the increase in investment growth or gross fixed capital formation (PMTB) was because investment licensing was easier.

For your information, PMTB's second largest contribution to gross domestic revenue (GDP) was 27.83 percent, growing to 6.99 percent, a sharp jump compared to growth in the first quarter of 2025 which was only 2.21 percent.

In fact, it has been the highest in the last three years.

"Alhamdulillah, investment in the second quarter has increased very, very well, because there are indeed several. One of them is also the changes we make, we want to provide more certainty in terms of licensing and permits, in terms of time," he said at a press conference, in Jakarta, Tuesday, August 5.

Furthermore, Rosan said, investors have found it easier to get certainty of their permit which is guaranteed through Government Regulation (PP) Number 28 of 2025, replacing PP Number 25.

"That PP has provided certainty in terms of licensing. Because now it involves more than 18 ministries and agencies. If in the past there had been a service level agreement for a period of 10 days of licensing, the reality might be more. But with PP 28, we applied fictitious positive, "he said.

Rosan said that various parties had responded to this licensing certainty. Starting from domestic and foreign investors to various trading rooms in the business world in various worlds.

"From the US ABC, the Asian Business Council, from the MCHAMP, from EuroCham, who just happened to meet us and said this was a very, very positive thing, which provided certainty, especially in terms of time or timing from licensing, which may have been getting better so far," he said.

Rosan said that the entire licensing process is now integrated into the Online Single Submission (OSS) system according to the president's direction.

The goal is to strengthen the business climate and maintain the momentum of economic growth.

"We also integrate this fully and electronically in our OSS, which we are trying to improve, we will improve. And this is also in accordance with the direction of the President directly, so that the investment climate in us can continue to increase and be better in the future," he said.
