JAKARTA - The Ministry of Maritime Affairs and Fisheries (KKP) stopped sand mining activities on Citlim Island, Karimun Regency, Riau Islands on Saturday, July 19. This sealing was carried out because it did not have permits or recommendations for the use of small islands from the KKP and caused the impact of pollution.

The activity was temporarily suspended through the installation of seal boards on Citlim Island. The land sand mining activity category C by PT JPS does not have recommendations for the use of small islands from the KKP.

"We are currently carrying out the law's order to temporarily suspend activities on Citlim Island. There is no recommendation for management, that's why the KKP is here to temporarily stop," said the Director General of Marine and Fishery Resources Supervision (PSDKP) of the KKP Pung Nugroho Saksono (Ipunk) as quoted from the video upload on the official Instagram account @kkpgoid, Monday, July 21.

The termination was also carried out on the basis of initial findings from the supervision by the Special Police for the Management of Coastal and Small Islands (PWP3K Police) of the Directorate General of PSDKP. As a result, indications of violations and the impact of damage to marine and fishery resources were found.

According to Ipunk, this sealing is based on the Regulation of the Minister of Marine Affairs and Fisheries (Permen KP) Number 30 of 2021 which gives the authority to other actions by the PWP3K Police in the form of temporary suspension of activities.

On the other hand, he considered, Citlim Island is included in the category of small islands. In accordance with the Regulation of the Minister of Marine Affairs and Fisheries (Permen KP) Number 10 of 2024 concerning the use of small islands and surrounding waters, it is stated that the use of small islands should first be recommended from the KKP.

"What will then be investigated by our team, namely the Batam PSDKP base," he said.

Ipunk appealed, for those interested in managing small islands, there must be a recommendation from the KKP, both with the Domestic Investment (PMDN) and Foreign Investment (PMA) scheme.

He said the KKP would also synergize and involve the Ministry of Investment and Downstreaming/Investment Coordinating Agency (BKPM) as well as the Department of Marine Affairs and Fisheries, the Department of Energy and Mineral Resources, the Environment Service and the One Stop Investment Service of Riau Islands Province.

"We remind all, not only here that manages small islands, there must be a recommendation from the KKP for PMDN. For PMA, permission from the KKP is mandatory, meaning that the company must comply with it first, there should be no activities first, sir, so that we can respect each other," said Ipunk.

"As long as there is no recommendation or (not) fulfilling what is its obligation, it is prohibited to carry out activities," he concluded.
