JAKARTA - The Ministry of Maritime Affairs and Fisheries (KKP) has proposed adjustments to the regulation on the withdrawal of Non-Tax State Revenue (PNBP) in the capture fisheries sub-sector. The adjustment was made as a form of the government's commitment to realizing justice and economic equity.
Acting (Plt) Director General of Capture Fisheries of the KKP Lotharia Latif said that the proposed revision of Government Regulation (PP) Number 85 of 2021 concerning Types and Tariffs on Types of PNBP that apply to the KKP is intended so that PNBP governance in capture fisheries sub-sectors is more comprehensive, making levies governance into one national regulation more integrated.
"It has been 26 years since the KKP was established and the laws and regulations are not always perfect, so improvement needs to be made. This is a KKP commitment so that it can contribute to the welfare of fishermen," Lotharia said in a written statement, quoted Wednesday, July 2.
The PNBP is one of the means to distribute the use of fish resources.
PNBP which went into the state treasury was then reused for development financing, especially in the marine and fisheries sector.
According to Lotharia, regulatory adjustments need to be made in order to realize business justice, both in terms of operational arrests and transportation as well as in terms of business scale.

He conveyed that 80 percent of PNBP is managed by local governments through a profit-sharing mechanism whose provisions are coordinated by the Ministry of Finance (Kemenkeu) and the Ministry of Home Affairs (Kemendagri).
"In 2023-2024, the fish catch is 7.3 million tons. This is what PNBP takes by the center is only 3 million tons, the remaining 4 million tons are from small boats and PNBP does not collect," he explained.
Therefore, the KKP also proposed a revision of the PNBP rules. The proposal aims to make local governments feel the direct impact and benefits of the results of the marine and fisheries sector.
