Bappenas Together With Danantara Collaborates On Investment Planning In PSN

JAKARTA - The Ministry of National Development Planning/National Development Planning Agency (PPN/Bappenas) together with the Anagata Nusantara Power Investment Management Agency (BPI Danantara) collaborated in planning investment in the National Strategic Project (PSN).

This was agreed upon in the signing of the Memorandum of Understanding (MoU) carried out by the Minister of National Development Planning/Head of Bappenas Rachmat Pambudy with the Head of the BPI Implementing Agency, Danantara Rosan Roeslani.

"This MoU is a very good first step because if we look at collaboration between ministries, agencies, it must continue to be strengthened," said Rosan as in a statement in Jakarta, quoted by Antara, Monday, April 14.

He emphasized that strengthening collaboration was carried out in order to pursue the 8 percent economic growth target.

Furthermore, the policy direction for PSN management in the 2025-2029 National Medium-Term Development Plan (RPJMN) is said to be a concrete effort by President Prabowo Subianto to improve PSN management, so that it really contributes to realizing a just and prosperous society.

Considering that PSN financing also comes from the private sector and SOEs (State-Owned Enterprises), apart from the APBN (State Budget), the role of BPI Danantara is considered very important to support PSN financing.

Through the signing of the MoU, it was stated that both parties would jointly do several crucial things.

The first is the identification of PSN potential and a strategic investment analysis of the non-APBN PSN plan. The second is coordination for synchronization and harmonization of regulations and policies, including the development of investment schemes in the context of implementing PSN.

Furthermore, the implementation of cross-sector national development risk management at PSN with funding comes from non-APBN. Finally, it is an increase in the capacity of human resources (HR) to support the planning and implementation of SOE management and investment in PSN.

The Ministry of National Development Planning/Bappenas and BPI Danantara have identified two PSN listed in the 2025-2029 RPJMN for strategic investment analysis, namely the construction of integrated toll roads with utilities in Sumatra and the development of an eternal field for the Masela working area (Maluku Islands). In addition, there are also several supporting projects for energy self-sufficiency and integrated industrial and logistics areas.

Rachmat Pambudy hopes that this collaboration can produce non-APBN PSNs that are more qualified and feasible to get investment funding support from BPI Danantara, as well as become a means of sharing knowledge and developing capacity to strengthen organizations and human resources.

The Head of Bappenas also reminded that collaboration with BPI Danantara can apply the principles of Governance, Risk, Compliance (GRC), namely good governance, risk management, and compliance with laws and regulations.

"We really hope that BPI Danantara will be the main driver for Indonesia Gold, not only with wise fund management, but also by strengthening the synergy between APBN financing and creative funding originating from the strength of the nation's children," he said.
