JAKARTA - The Ministry of Public Works (PU) said that one of the challenges faced by Toll Road Business Entities (BUJT) in meeting the Toll Road Minimum Service Standard (SPM) is Over Dimension and Over Loading (ODOL) vehicles.

This was conveyed by the Director General of Highways of the Ministry of Public Works, Roy Rizali Anwar in a hearing (RDP) with Commission V of the DPR RI at the Parliament Complex, Senayan, Jakarta, Wednesday, February 19.

"One of the challenges faced by BUJT in fulfilling SPM for toll roads is the number of ODOL vehicles," he said.

Based on Weigh-in-motion (WIM) data from a number of toll roads, namely the Jakarta 'Tangerang Toll Road, JORR Section E, JORR W1, Jagorawi, Padalarang, Cileunyi, Semarang ABC, Ngawi Kertosono and SurabayaGempol, it shows that as many as 19.27 percent of Class II vehicles and above are ODOL.

Meanwhile, based on data from joint operations, ODOL showed 36 percent of the vehicles caught were ODOL vehicles.

Roy explained that the reasons why vehicle owners choose ODOL include economic needs and operational efficiency, lack of supervision and law enforcement, extra modifications to extra profits, lack of driver and entrepreneur awareness, competition in the logistics sector, limited logistics infrastructure and lack of alternative transportation.

Meanwhile, the impact of ODOL vehicles on toll roads includes damage to infrastructure, economic losses to traffic accidents.

Previously, PU Minister Dody Hanggodo encouraged the ODOL truck mitigation after a series of accidents at the Ciawi 2 Toll Gate (GT) Jagorawi Toll Road, Bogor, West Java.

Dody said that the massive ODOL vehicle is a dilemmatic and complex problem.

According to him, this problem is not only the responsibility of the Ministry of Public Works and the Ministry of Transportation (Kemenhub), but also other related institutions, including in the economic sector.

Currently, the government and related institutions are currently sitting together to find a balance point.
