JAKARTA - The Indonesian Chamber of Commerce and Industry (Kadin) considers the Instruction of the Minister of Home Affairs (Inmendagri) Number 53 of 2021 concerning PPKM Levels 3, 2, and 1 in Java and Bali to be burdensome for the aviation industry considering that the flight requirements were previously allowed to use SWAB Antigen to RT-PCR.

"We, from the Indonesian Chamber of Commerce and Industry in the Transportation Sector, see that the PKPM level in most regions in Indonesia is starting to decline, and the Minister of Home Affairs Number 53 of 2021 is not in line with the national economic recovery," said Deputy Chairperson of the Indonesian Chamber of Commerce and Industry for Transportation Denon Prawiraatmadja in a written statement. , quoted from Antara, Thursday, October 21.

It is said, in a number of areas the status of the Implementation of Community Activity Restrictions (PPKM) has begun to decline, but the requirements for domestic air travel are even more stringent. From previously allowed to use Antigen Swab, it is mandatory to use RT-PCR so that Kadin hopes that the regulation will be revoked.

In the Instruction of the Minister of Home Affairs (Inmendagri) Number 53 of 2021 concerning PPKM Levels 3, 2, and 1 in Java and Bali, passengers are required to show a negative COVID-19 certificate from the results of the RT-PCR test whose samples are taken within a maximum period of 2x24 hours before departure. . This provision applies to passengers with both the first and second doses of vaccine.

Therefore, added Denon, as is well known, if the PKPM level has fallen, the rules can be relaxed, not tightened. This is like the rules that occur in land and sea modes.

"For this, the Indonesian Chamber of Commerce and Industry hopes that the Government will restore the existing rules in the Minister of Home Affairs Number 53 of 2021 by allowing Antigen as a travel requirement for air transport passengers," he said.

Denon, who also serves as the General Chair of the Indonesia National Air Carrier's Association (INACA), said that if the government was worried that there would be an increase in the number of people traveling due to the easing of the rules, which would increase the number of positive COVID-19 cases, he saw this as less relevant.

Because the change in requirements from SWAB Antigen to RT-PCR is not in line with the declining level of PPKM and the decreasing number of COVID-19 spreads, and does not help the government's program in National Economic Recovery (PEN). The wider impact is not only on the aviation industry but also on national socio-economic activities

"So in our opinion, the Antigen SWAB for air transportation is quite good when compared to other modes of transportation. And now the PPKM level has dropped and the spread of COVID-19 has fallen, in our opinion what the Government should pay attention to is economic recovery," he said.

Denon also sees that the Minister of Home Affairs Number 53 of 2021 is not in line with the economic recovery that has been carried out by the government and the Indonesian Chamber of Commerce and Industry, with the main goal being to increase economic growth in the country during COVID-19.
