JAKARTA - The Indonesian Chamber of Commerce and Industry (Kadin) hopes that the Online Single Submission (OSS) Risk Based Approach (RBA) or Risk Based OSS system can be utilized by micro, small and medium enterprises (MSMEs). Because, there are many advantages for SMEs in managing licensing.

Chairman of Kadin Arsjad Rasjid said that the Risk-Based OSS was primarily designed for MSMEs so that more micro, small and medium entrepreneurs would participate to become entrepreneurs.

"On this side, really in terms of thinking is to help entrepreneurs, especially MSMEs. I see once again that this is a new breakthrough, which can be the answer to what we have been waiting for and with this also make ease of doing business," he said in a virtual discussion, Thursday, August 12.

With the Risk-Based OSS, said Asrjad, MSME players will be faster in creating a company. For example, in building a PT, it is not necessary to have two shareholders. But one shareholder is enough.

Furthermore, Arsjad said facilitating MSME licensing is important, because MSMEs have a contribution of 60 percent to gross domestic product (GDP). Because of this, Kadin is strategically collaborating with the Ministry of Investment/Investment Coordination Agency of BKPM to create more MSMEs.

"MSMEs in every country are the foundation of every economy. So if MSMEs are strong, the economy of the country is very strong. So the current economic recovery will be greatly helped by the growth of new MSMEs," he said.

Benefits of OSS-RBA for MSMEs

First, said Arsjad, fast licensing. Licensing arrangements for MSMEs are very fast, submissions generally only take 15 minutes and are intended to be given under 3 hours.

"Second, free of charge. For MSMEs with a turnover of below Rp. 5 billion, there is no charge for the licensing process submitted through OSS. Including getting the opportunity to take care of SNI and halal certificates for free," he said.

Third, unconditional. There are no requirements for the establishment of MSMEs, the application for licensing through OSS only requires filling in data related to the business and the person in charge of the business.

"And the fourth process is not complicated. NIB is immediately ready. NIB documents are ready and can be downloaded directly from the OSS system, so business actors do not need to leave the house to take care of permits," he said.

Arsjad said that the ease of the business licensing process for MSMEs was a common goal so that more and more new MSMEs would grow.

"This ease of licensing is expected to stimulate the growth of new MSMEs in the midst of a pandemic," he said.
