Emergency PPKM: Minister Of Transportation Budi Sets Public Transport Capacity Effective From 5 July

JAKARTA - The government is implementing the Java-Bali Emergency Restrictions on Community Activities (PPKM) starting tomorrow until July 20. But the Emergency PPKM rules for the transportation sector will be enforced from 5 July.

Minister of Transportation Budi Karya Sumadi said this policy refers to the Circular Letter (SE) of the Task Force Number 14 of 2021 regarding the provisions for the travel of domestic people during the COVID-19 pandemic.

"In reference to the Task Force SEs, the Ministry of Transportation has issued several SEs in the land, sea, air and rail transportation sectors and started on July 5 with the aim of giving operators the opportunity to prepare themselves," he said in a virtual press conference, Friday, July 2.

Budi explained that there were several criteria set as requirements for domestic travel during this Emergency PPKM. He said, for long-distance trips and trips from/to Java and Bali, you must show a card that has at least the first dose of P vaccine, 2x24 hour RT-PCR results, 1x24 hour antigen. This rule applies to the three modes of land, sea and air transportation.

"The vaccine certificate is not mandatory (obligatory) for mobility movement conditions outside Java and Bali," he said.

In addition, Budi continued, passengers are required to fill in an e-Hac on air, sea and ferry trips.

Restrictions on operating hours and passenger capacity

Not only that, the Ministry of Transportation also regulates the transportation capacity and operating hours of public transportation during this Emergency PPKM period. The rules for limiting operating hours include:

1. Air transportation, capacity from 100 percent to 70 percent.

2. Land transportation and crossing capacity from 85 percent to 50 percent.

3. Sea transportation from 100 percent to 70 percent.

Budi said intercity trains have the same capacity, which is 70 percent. Likewise, non-KRL trains remain at 50 percent. But specifically for KRL in Jabodetabek, its capacity has fallen from 45 percent to 32 percent.

"This is specifically done because the number has decreased and 32 percent of this in Jakarta there is a movement of 350,000 people," he said.

Previously, President Joko Widodo (Jokowi) said the regulations in the Emergency PPKM were stricter than the previous policy.

Along with these things, the government also requires the use of masks in all activities outside the home. While the use of a face shield without a mask is not permitted.

This Emergency PPKM policy will be implemented in 48 districts/cities with an assessment of the pandemic situation at level 4 and 74 districts/cities with an assessment of the pandemic situation at level 3 in Java and Bali. With this policy, President Jokowi is targeting a decrease in daily cases of COVID-19 to below 10,000 per day.
