JAKARTA - PT Bank Tabungan Negara (Persero) Tbk (BTN) strengthens its support for the 3 Million House Program through a strategic collaboration with the Central Statistics Agency (BPS) RI in the utilization of national statistical data, including Data By Name By Address (BNBA). This cooperation is expected to improve the accuracy of housing financing targets, expand public access to home ownership, and support the formulation of national housing policies that are increasingly data-based.

The collaboration was realized through the signing of a Memorandum of Understanding (MoU) regarding the provision of statistical data and/or information and the utilization of banking services which was signed by BTN President Director Nixon L.P. Napitupulu together with the Head of the Central Statistics Agency of Indonesia Amalia Adininggar Widyasanti in Jakarta, Wednesday, July 8. The Memorandum of Understanding is valid for five years and serves as an umbrella for cooperation between the two institutions in building a data-based housing financing ecosystem.

BTN President Director Nixon L.P. Napitupulu said the housing sector is one of the driving forces of the national economy because it has a multiplier effect on more than 185 economic subsectors. On the other hand, Indonesia still faces a backlog of home ownership of around 9.9 million units, while the demand for new homes reaches around 700 thousand to 800 thousand units each year. This condition makes targeted financing one of the keys to the success of the 3 Million House Program.

"We have one fairly large need, namely data. If we can have better data on who the people who do not have houses, what their income level is, what their demographics are, that's what we need. With better data, financing will be more targeted," said Nixon.

Through this cooperation, BTN will utilize statistical data and BNBA in accordance with the provisions of laws and regulations to obtain a more comprehensive picture of the community's housing needs based on location, socio-economic characteristics, purchasing power, and potential demand for financing in various regions.

The utilization of these data will also be strengthened through the results of the 2026 Economic Census (SE2026) which is able to identify the characteristics of business activities in various regions, new economic growth centers, and the development of business ecosystems that support the housing sector. This information will be an important reference for BTN in strengthening financing strategies, developing more relevant services, and expanding access to financing according to the characteristics of the economy in each region.

Nixon added that the need for quality data will be increasingly important as the banking industry transforms to increasingly data-driven decision-making.

"In the future, data cannot be separated from decision-making. We need people who are able to process data into information so that it can become the basis for determining strategies and policies," said Nixon.

In addition to the utilization of statistical data, BTN and BPS cooperation also includes support for the implementation of censuses and surveys, human resource capacity development through training, knowledge sharing, internship programs, to collaboration in developing competencies in the fields of statistics, data science, and data analysis.

For BPS, this cooperation also presents benefits in the form of wider access to BTN banking services, ranging from fund management services, transactions, payroll facilities, to subsidized and non-subsidized housing financing as well as other financial products and services. The collaboration is expected to support the improvement of welfare as well as the productivity of BPS employees.

Nixon hopes that this data-based collaboration will become a foundation that will further strengthen BTN's support for the 3 Million House Program and the development of the national housing sector.

"Hopefully, after this cooperation, we will have much better information to help the government meet the housing needs of the Indonesian people," he said.

Meanwhile, the Head of the Indonesian Central Statistics Agency, Amalia Adininggar Widyasanti, said that the Memorandum of Understanding was the basis for strengthening the synergy of the two institutions in the provision and use of statistical data, human resource development, and improving employee welfare.

"We hope that the memorandum of understanding that we signed today will become a common foundation to strengthen the synergy of both institutions, both in the provision and utilization of statistical data, human resource development, and improving the welfare of employees through easier access to BTN banking services," said Amalia.

Amalia also expressed her appreciation to BTN for supporting the implementation of the 2026 Economic Census by completing the census filling up all branch offices in Indonesia. According to him, the census results will be an important reference in understanding the characteristics of national economic activities, including to support the preparation of more precise housing financing strategies.

As a follow-up to the Memorandum of Understanding, BTN and BPS will draft a Cooperation Agreement (PKS) which regulates technical implementation, including the preparation of a housing needs mapping model based on BNBA, identification of potential financing demand, development of human capital capacity, and monitoring and evaluation of the implementation of cooperation on a regular basis.
