JAKARTA - The Ministry of Public Works (PU) has started implementing the Irrigation Water Management Improvement Acceleration Program (P3-TGAI) for the 2026 Fiscal Year (FY) in Bali Province.
The implementation of the program was marked by the signing of a Cooperation Agreement (PKS) between the Bali Penida River Basin (BWS) with the Association of Water Users Farmers (GP3A), the Association of Water Users Farmers (P3A) and the Subak recipients of P3-TGAI TA 2026 assistance in Badung Regency, Bali, Friday, June 19.
Subak is a traditional organization of farmers in Bali that specifically regulates the management system or distribution of irrigation water.
Minister PU Dody Hanggodo said that strengthening irrigation infrastructure is one of the main foundations for maintaining the sustainability of national food production.
Dody assessed that reliable irrigation infrastructure could provide certainty of water supply for farmers, so that agricultural productivity continues to increase.

The program targets 78 locations in six regencies as an effort to strengthen agricultural irrigation services, maintain the sustainability of the Subak system, and support regional food security.
Gianyar Regency became the area with the most locations, namely 26 locations, followed by Bangli Regency and Tabanan Regency, which each obtained 17 locations.
Then, the program was carried out in nine locations in Klungkung Regency, five locations in Jembrana Regency, and four locations in Karangasem Regency.
The P3-TGAI program is a labor-intensive activity aimed at improving agricultural irrigation services through the rehabilitation, improvement and development of irrigation networks in a participatory manner by involving farmers as the main actors.
Through this approach, the program not only produces better infrastructure, but also strengthens the capacity and independence of farmers' institutions in managing irrigation networks.
P3-TGAI activities include rehabilitation, improvement and construction of small irrigation networks with a service area of less than 150 hectares, tertiary irrigation networks and village irrigation.
The infrastructure that has been built is expected to be able to increase the reliability of irrigation water services, including during the dry season, so as to support increased agricultural production and the efficiency of farmers' businesses.
In Bali, the implementation of P3-TGAI is also designed in line with the Subak system which has become the local wisdom of the community in the management of agricultural water resources.
More reliable and efficient irrigation network support is expected to strengthen the sustainability of the system as well as increase the ability of the agricultural sector to adapt to the challenges of climate change.
