Hutama Karya Involved In The Construction Of The Bogor-Serpong Toll Road Via Parung, This Is The Funding Scheme

JAKARTA - PT Hutama Karya (Persero) through its business entity, namely PT Hutama Karya Infrastruktur (HKI) will be involved in the construction of the Bogor Serpong (via Parung) Toll Road which has obtained the Toll Road Concession Agreement (PPJT) document.

President Director of HKI Aji Prasetyanti said the portfolio will expand the company's infrastructure scope, where the HKI is now not only focused on the Trans Sumatra Toll Road (JTTS) network, but also participates in developing the Jakarta Outer Ring Road (JORR III) network through the construction of the Bogor Serpong Toll Road (via Parung).

"The construction of this toll road project using the KPBU funding scheme is a collaboration between the government and business entities, where this development scheme is financed by the BUJT consortium, with a return through this toll road tariff," said Aji in a written statement, quoted Wednesday, October 8.

It is known, the Bogor Serpong Toll Road (via Parung) has a total length of up to 32 kilometers (km). The toll road consists of four sections and has a number of access points in and out of toll roads, such as in Serpong, Rumpin, Patuat Nutug, Pondok Udik and Salabenda, all of which are connected to regional roads.

The toll road project is planned as a strategic alternative route that connects the Bogor, Depok and South Tangerang areas, as well as part of a toll road network system that will support connectivity in the Jabodetabek area.

Even so, from a technical point of view, the project is projected to face a number of construction challenges in dense urban areas, especially in the construction of the Salabenda and JC Serpong Balaraja junctions which will become common ground for various existing toll roads and plans.

"The connectivity complex in the area requires cross-party coordination and adaptive construction strategies, so that the implementation remains safe and efficient," he said.

Previously, the Ministry of Public Works (PU) officially signed the Toll Road Concession Agreement (PPJT) and the Regres Agreement on the Concession of the Bogor 'Serpong' Toll Road (via Parung).

The presence of the toll road will make the BSD trip to Bogor only take 45 minutes.

The Bogor 'Serpong' Toll Road (via Parung) will be built by the Toll Road Business Entity (BUJT) of PT Bogor Serpong Infra Selaras (BSIS).

BSIS was formed by a consortium with a share portion of PT Persada Utama Infra 52 percent, PT Jasa Marga (Persero) Tbk 25 percent, PT Adhi Karya (Persero) Tbk 12 percent and PT Hutama Karya Infrastruktur (HKI) 10 10 percent.

Head of the Toll Road Regulatory Agency (BPJT) of the Ministry of Public Works (PU) Wilan Oktavian said the toll road was an initiative of an unsolicited business entity that had gone through a long process stage.

"Prakarsa continued with procurement at and followed by several stages, between technical, financial, and legal evaluations. Until finally the determination of the winner in July 2024," said Wilan at the signing of the Bogor Toll Road PPJT at the Ministry of Public Works office, Jakarta, Friday, October 3.

Wilan said the signing procession could be carried out following the issuance of an environmental eligibility decision letter from the Ministry of Environment (LH). With the signed PPJT, the project can start immediately.

"Based on the planned implementation that has been prepared together, the construction of this toll road is scheduled to start with land acquisition and it is hoped that construction can start in October 2026 and is targeted for completion in August 2028. To achieve this target, God willing, we will start the land acquisition in early 2026," he said.
