Do Not Yet Have PKKPRL Documents, KKP Stop Illegal Reclamation In South Konawe

JAKARTA - The Ministry of Maritime Affairs and Fisheries (KKP) has stopped reclamation activities on the coast of Ulusawa Village, South Konawe Regency, Southeast Sulawesi, Thursday, September 25.

The 2.23 hectare reclamation was carried out for the construction of a dock or jetty by PT GMS.

The Director General of Marine and Fishery Resources Supervision (PSDKP) of the KKP Pung Nugroho Saksono or Ipunk said the termination was carried out because PT GMS did not yet have an approval document for the Compliance of Marine Spatial Utilization Activities (PKKPRL).

"It is true that we have temporarily stopped the reclamation and utilization of jetty for special terminal activities, because the results of the examination are clear that business actors do not yet have a PKKPRL permit document," said Ipunk in his official statement, Friday, September 26.

Based on information from PT GMS, said Ipunk, jetty was built to support mining business activities for nickel commodity production operations.

Meanwhile, Head of Pangkalan PSDKP Bitung Kurniawan said the activity was suspected of violating a number of regulations.

Among other things, Law (UU) Number 6 of 2023 concerning Stipulation of Government Regulations in Lieu of Law Number 2 of 2022 concerning Job Creation into Laws.

In addition, Government Regulation (PP) Number 21 of 2021 concerning the Implementation of Spatial Planning and Regulation of the Minister of Marine Affairs and Fisheries (Permen KP) number 31 of 2021 concerning the Imposition of Administrative Sanctions in the Marine and Fisheries Sector.

Kurniawan added that the marine room surveillance operation was intensified in conjunction with the Maritime and Fisheries Service Month.

Rangkaian kegiatan itu akan berakhir pada peringatan Hari Ulang Tahun KKP ke-26 pada akhir Oktober mendatang.

Adapun Menteri KP Sakti Wahyu Trenggono mengingatkan pelaku usaha agar mematuhi ketentuan perizinan.

Dia menekankan, pemerintah telah menetapkan tingkat risiko usaha sesuai bidang masing-masing dalam Peraturan Pemerintah (PP) Nomor 28 Tahun 2025 tentang Penyelenggaraan Perizinan Berusaha Berbasis Risiko.

Kepatuhan pada aturan merupakan syarat dasar untuk keberlanjutan usaha.

The series of activities will end on the commemoration of the 26th anniversary of the KKP at the end of October.

Meanwhile, KP Minister Sakti Wahyu Trenggono reminded business actors to comply with the licensing provisions.

He emphasized that the government has set a level of business risk according to their respective fields in Government Regulation (PP) Number 28 of 2025 concerning the Implementation of Risk-Based Business Licensing.

Compliance with the rules is a basic requirement for business sustainability.
