JAKARTA - Erick Thohir officially left the position of Minister of State-Owned Enterprises (BUMN), after receiving a new mandate as Minister of Youth and Sports (Menpora). Erick was appointed to replace Dito Ariotedjo.
Erick was first inaugurated as Minister of SOEs on October 23, 2019, during the administration of President Joko Widodo (Jokowi)-Ma'ruf Amin.
Then, Erick was appointed again to occupy the position in 2024, in President Prabowo Subianto-Gibran Rakabuming Raka's Red and White Cabinet.
Almost six years in office, various big breakthroughs were carried out by Erick Thohir.
Starting from cleaning SOEs, forming holdings, cutting the number of SOEs, to increasing dividend deposits.
Cleaning SOEs
Since he first served as Minister of SOEs, Erick has focused on cleaning up the body of state-owned companies.
Several major cases were handled starting from PT Garuda Indonesia (Persero) Tbk, PT Asuransi Jiwasraya (Persero), PT Asabri (Persero), to BUMN pension funds.
In 2019, Erick dismissed Garuda Indonesia President Director Ari Askhara in the aftermath of the 1972 classic motorcycle smuggling case and two Brompton folding bikes.
Still in the same year, Erick also intervened to deal with the Jiwasraya mega-corruption with a loss of Rp. 16.8 trillion.
Based on the findings of the Supreme Audit Agency (BPK), Jiwasraya often invests in fried shares without being accompanied by adequate studies.
The Attorney General's Office (AGO) has also named 6 suspects in the Jiwasraya corruption case. They are former directors and two big businessmen, namely Benny Tjokrosaputro and Heru Hidayat.
Then in 2020, Erick also reported a corruption case in Asabri's financial management and investment funds for the period 2012 to 2019 with a potential state loss of IDR 23.7 trillion.
The report is based on the results of an investigative audit conducted by the Financial and Development Supervisory Agency (BPKP).
It did not stop there, in 2022, Erick also reported the Garuda corruption case to the Attorney General's Office regarding the purchase of ATR 72-600 aircraft and the rental of a number of aircraft, with a potential state loss of IDR 8.8 trillion.
Furthermore, Erick has also revealed that 34 out of a total of 48 BUMN pension funds (Dapen) are in trouble.
The Dapen deficit managed by this state-owned company totaled Rp9.8 trillion.
Based on the deepening, the funds are not fully indicated to be corruption, but there are also indications of misinvestment.
Cut the number of SOEs
During Erick's time, the number of SOEs was drastically cut from 142 to 47 companies. The move was taken through the closure of unproductive and lossful SOEs, mergers or mergers, holdings, and cutting the number of state-owned companies.
Some of the SOEs that were closed included PT Merpati Nusantara Airlines, PT Istaka Karya, PT Kertas Leces, PT Iglas, PT Industri Sandang Nusantara, to PT Kertas Kraft Aceh.
Not only the closure of SOEs, Erick also carried out major mergers and gave birth to new entities such as PT Bank Syariah Indonesia (BSI), PT Pelabuhan Indonesia (Pelindo), Palmco, SupportingCo, SugarCo, and PT Angkasa Pura Indonesia (API).
Then the establishment of a BUMN holding or clustering based on the business sector, including the Aviation and Tourism Holding (InJourney), and Ultra Micro Holding (BRI, Pegadaian, PNM).
Then, Food Holding (ID Food), Pharmaceutical Holding (Bio Farma, Kimia Farma, Indofarma), Insurance and Guarantee Holding (IFG), Defense Industry Holding (Defend ID), and Transformation Specialist Holding (Danareksa).
AKHLAK Core Value
Erick also inaugurated the AKHLAK core value as the basic value of all SOEs on July 1, 2020. Meanwhile, AKHLAK stands for Amanah, Competent, Harmonious, Loyal, Adaptive, and Collaborative.
As before, each SOE had its own core value so it was considered difficult to unite the direction and culture of work. Therefore, Erick built AKHLAK.
At the time of inauguration, Erick said AKHLAK was formed as a core value, not lip service.
"Because if we work there is a core value, this will make us strong," said Erick at the BUMN Ministry office, Jakarta, Wednesday, July 1, 2020.
