JAKARTA - Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid said the land or unoccupied land that would be taken over by the state would be used for the implementation of priority programs that had an impact on people's welfare.
Nusron said the unemployed land that would be taken over by the country came from the land of Building Use Rights (HGB) and Cultivation Rights (HGU).
"This is what I think we can use for government strategic programs that have an impact on people's welfare. Starting from agrarian reform, people's agriculture, food security and cheap housing," Nusron said at a press conference at his office, Tuesday, August 12.
In addition, the land taken over from HGB to HGU unemployed land will also be used to provide land for the public interest, such as public schools to puskesmas.
Previously, Nusron said the government would not just take over land or unemployed land. According to him, there are a number of mechanisms that will be implemented.
First of all, the government will provide a letter of warning regarding the potential for abandoned land. The first warning regarding the potential for abandoned land is given for 180 days.
"The notification is 180 days. After 180 days, the person concerned is still stubborn and does nothing more, given the first warning letter," said Nusron after inaugurating the declaration of the 2025 Community Movement for the Installation of Boundary Signs (Gemapatas) in Purworejo Regency, Central Java, as monitored online via YouTube of the Ministry of ATR/BPN, Thursday, August 7.
After that, said Nusron, a second warning was given for 90 days and was evaluated for two weeks.

"If you are still stubborn, there are no developments, you will be given a third warning (for) 30 days. Still stubborn, evaluated, determined to be abandoned land," he explained.
Thus, Nusron continued, the deadline from notification to determination of abandoned land reached 587 days.
According to him, the deadline must be used by the land owner to use the land.
"So, the government in determining abandoned land which can then be taken over by the country does not necessarily exist, there is a process," said Nusron.
