JAKARTA - The Ministry of Public Works (PU) said that goods transport activities exceeding the size and load or often called over-dimension overload (ODOL) have cost the state finances up to IDR 43.47 trillion per year.

Director General of Highways of the Ministry of Public Works, Roy Rizali Anwar, said vehicles with excess content and dimensions had had various negative impacts. Starting from accelerating road pavement damage, shortening the life of road plans from around 11 years to 3 years to detrimental to state finances.

"ODOL vehicles have also spent Rp43.47 trillion per year in state finances in the last 10 years," Roy said at the PUPR Ministerial Instruction Socialization (Inmen) No. 02/IN/M/2022 concerning the Prohibition of the Use of More-dimensional Vehicles or More Strengthening on the Implementation of Construction Services online, Tuesday, June 24.

In addition to losses to infrastructure, Roy said, ODOL vehicles are also considered to be disturbing to the public because they often cause traffic accidents.

"Trucks exceeding the dimensional and charge limits are said to be the second largest cause of land transportation accidents in Indonesia," he said.

In addition, Roy does not deny that the cargo of ODOL vehicles exceeding the limit can also slow down the speed of vehicles, especially when climbing or passing through damaged roads, causing traffic jams. "In addition, ODOL vehicles often have a larger size than they should be, thus consuming more space on the road and making it difficult for other vehicles to move," said Roy.

According to Roy, PUPR Inmen No. 02/IN/M/2022 concerning Prohibition of the Use of More-dimensional Vehicles or More Strengthening on the Implementation of Construction Services is a proactive step from the Ministry of Public Works to support controlling ODOL vehicles.

"In order to support the implementation of the zero ODOL program, it is necessary to have the participation and synergy of all stakeholders, including the implementation of construction services. Thus, the implementation of the Instruction of the Minister of Public Works and Public Housing regarding the Prohibition of the Use of More-dimensional Vehicles and/or More Strengthening on the Implementation of Construction Services can be encouraged to be more accurate," explained Roy.

Through this socialization, Roy hopes that participants will have provisions with knowledge of the ban on the use of charged and more dimensional vehicles on construction work.

"I really hope that later all levels of the Ministry of Public Works can implement the Instruction of the Minister of PUPR regarding the Prohibition of the Use of More-dimensional Vehicles and/or More Strengthening on the Implementation of Construction Services accurately," said Roy.

"We ask all large (head of the hall), roads, to socialize this Inmen to all local governments, provincial, district and city Public Works offices to ensure that this Inmen can be carried out simultaneously throughout Indonesia," he concluded.
