JAKARTA - The Downstream Oil and Gas Regulatory Agency (BPH Migas) signed a cooperation agreement (PKS) in providing, controlling, and supervising the distribution of fuel oil (BBM) with the Provincial Government of West Nusa Tenggara (NTB) and the Provincial Government of Southwest Papua.

Head of BPH Migas Erika Retnowati in her statement in Jakarta, quoted from Antara, Tuesday, July 9, said that PKS aims to realize the supply, control, and supervision of the distribution of certain types of fuel oil (JBT) and the type of special fuel for assignments (JBKP), which is right on target and right on volume to consumer users.

The signing of the cooperation was carried out by the Head of BPH Migas Erika Retnowati, Acting Governor of NTB Hassanudin and Acting Governor of Southwest Papua Mohammad Musa'ad.

"This event is very special because the cooperation agreement is signed with two local governments at once. According to their main duties and functions, BPH Migas supervises subsidized fuel carried out throughout Indonesia. Of course this cannot be done alone, it requires assistance from local governments and law enforcement officials (APH)," said Erika.

Erika explained that synergy with local governments is very important, considering that local governments are parties that know more about consumers in their regions who are entitled to JBT and JBKP in accordance with applicable regulations.

PKS is also a follow-up to the agreement between BPH Migas and the Directorate General of Regional Development of the Ministry of Home Affairs in 2022 concerning Development and Supervision in Control of Consumers Using Certain Types of Oil Fuel and Types of Assignment Special Fuel in Provinces and Regencies/Cities.

The scope of PKS includes controlling the distribution of JBT and JBKP for user consumers, increasing coordination regarding the implementation of JBT and JBKP distribution, as well as guidance and supervision of the purchase of JBT and JBKP based on a recommendation letter issued by the head of regional apparatus/head of the fisheries port/lurah/village head to consumers using JBT and JBKP.

In addition, increasing order for the implementation of issuance, monitoring, and evaluation of recommendation letters issued by the head of regional apparatus/head of the port of fisheries/kelurah/village head in a transparent and accountable manner for the purchase of JBT and JBKP, as well as the implementation of socialization related to government policies towards JBT and JBKP.

"This PKS is expected to provide support in the issuance of recommendation letters in accordance with statutory regulations, support in supervising the issuance and distribution of JBT and/or JBKP given to users based on the issued recommendation letter," said Erika.

Another hope is that it can provide support in controlling the distribution of JBT and/or JBKP in accordance with the volume allocation of each region.

Acting Governor of Southwest Papua Mohammad Musa'ad said the synergy would strengthen supervision of subsidized fuel.

With the cooperation, it is hoped that the management of the regulation and supervision of the distribution of subsidized fuel will be better, and the people who are entitled to receive subsidies from this government. Acting Governor of West Nusa Tenggara Hassanudin conveyed that PKS is the implementation of the fifth principle of Pancasila, namely Social Justice for All Indonesian People, where subsidies can be right on target for people in need and to achieve it requires accurate data.

"We can implement the fifth principle of Pancasila where the fuel subsidy is for the people we have the right to guard. In addition, the local government also has the obligation to prepare data so that it is right on target," he said.

With the signing, it was recorded that five PKSs had been signed by BPH Migas and the provincial government.

Previously, PKS had been carried out with the Riau Islands Provincial Government, Bengkulu and the Bangka Belitung Provincial Government. In the near future, the Jambi Provincial Government will also sign PKS with BPH Migas.
