BPH Migas Invites Local Governments To Strengthen Subsidized Fuel And Compensation Supervision

JAKARTA - The Downstream Oil and Gas Regulatory Agency (BPH Migas) invites the Regional Government (Pemda) to continue to increase supervision of the distribution of subsidized fuel oil (BBM) and state compensation. This is done to maintain the distribution of subsidized fuel and appropriate volume compensation and on target.

Member of the BPH Migas Committee, Iwan Prasetya Adhi, explained that in the context of controlling the distribution of subsidized fuel and state compensation so that it is right on target, BPH Migas continues to coordinate with the Ministry of Home Affairs (Kemendagri) to cooperate with local governments throughout the territory of the Unitary State of the Republic of Indonesia (NKRI).

"Because the Regional Government knows more about the number of consumers in its territory who are entitled to get JBT and JBKP, in accordance with the provisions of the legislation," he explained, quoted on Saturday, June 15.

Iwan added, in accordance with Presidential Regulation (Perpres) Number 191 of 2014 concerning the Provision, Distribution and Retail Selling Price of BBM, that in supervising JBT and JBKP, BPH Migas can cooperate with relevant agencies and/or local governments.

"The implementation of cooperation with the local government, one of which is by signing a Cooperation Agreement (PKS) between the Head of BPH Migas and the Governor of the Provincial Government," he said.

Iwan hopes that, in this Cooperation Agreement plan, it is hoped that the Provincial Government can provide support in issuing a Letter of Recommendation in accordance with the laws and regulations.

"Support in supervising the issuance and distribution of JBT and/or JBKP given to User Consumers based on the issued Recommendation Letter, as well as support in controlling the distribution of JBT and/or JBKP in accordance with the volume allocation of each region in its administrative area," he said.

Di tempat yang sama, Anggota Komite BPH Migas Wahyudi Anas menyatakan, rencana PKS ini menjadi salah satu upaya BPH Migas untuk menggandeng Pemda dalam meningkatkan tata kelola pendistribusian BBM subsidi dan kompensasi yang lebih baik ke depannya.

"The local government can participate in overseeing the distribution of subsidized fuel per month, so that according to quotas and people who are truly entitled to receive it," he said.

In addition, Wahyudi hopes that the existence of this PKS can be a lever for the increase in Regional Original Revenue (PAD) and maintain the stability of local government inflation, because the distribution of subsidized fuel and compensation is increasingly targeted.

"We hope that the urgency of PKS can be understood. If necessary, bilateral meetings and coordination to make it more intensive for the attention of the Sulawesi regional government. BPH Migas can be held together with each local government (one on one meeting). Let's guard this PKS together, to be effective and efficient," he concluded.
