Minister Basuki And Sri Mulyani Enter The Tapera Committee, Paid Up To IDR 43 Million

JAKARTA - The People's Housing Savings Management Agency (BP Tapera) is in the public spotlight.

Due to the salaries of private workers to civil servants (PNS) which will be deducted by 3 percent to be included in the Public Housing Savings (Tapera), it is very burdensome, especially for low-income workers.

For information, President Joko Widodo has set Government Regulation Number 21 of 2024 concerning amendments to Government Regulation (PP) Number 25 of 2020 concerning Public Housing Savings (Tapera).

Article 15 paragraph 1 of PP 21/2024 stipulates that the Amount of Participant Deposits is set at 3 percent of Salaries or Wages for Workers and Income Participants for Independent Workers.

Meanwhile, in paragraph 2, namely the amount of Participants' Deposit as referred to in paragraph (1) for Workers' Participants, it is borne together by employers of 0.5 percent and workers of 2.5 percent. This rule generally does not only apply to private workers but also regulates ASN, TNI and Polri which are paid directly by the state.

On the other hand, the Tapera Committee is a government institution whose supervision is carried out by a committee group consisting of 4 ministry/institutional representatives and 1 professional element.

The function of the tapera committee as a formula and determination of general and strategic policies in Tapera management.

In addition, the tapera committee's task is to formulate and establish general and strategic policies in Tapera management.

Furthermore, evaluate the management of Tapera, including supervising and carrying out bp tapera's duties.

As well as submitting reports on the results of the evaluation of tapera management to the president.

Based on the official website quoted on Friday, May 31, the Tapera Committee consists of the Minister of PUPR Basuki Hadimuljono as chairman.

Furthermore, Minister of Finance Sri Mulyani, Minister of Manpower Ida Fauziyah, DK OJK Friderica Widyasari Dewi, and a professional whose data is not disclosed as a member of the Tapera committee.

Salaries Of The Tapera Committee

In addition, members of the Tapera Committee get wages from the state.

The amount is stated in Presidential Regulation (Perpres) Number 9 of 2023 concerning Honorarium, Incentives, and Other Additional Benefits of the Public Housing Savings Committee.

"The Tapera Committee is given Honoraries, Incentives, and Additional Benefits to improve performance and professionalism in carrying out tasks," reads Article 2 paragraph 1 in the regulation.

"The honorarium as referred to in paragraph (1) is given every month," contains Article 2 paragraph 2 in the regulation.

The Honorarium amount of the Tapera Committee as referred to in Article 2 paragraph (2) includes:

- Chairman of the Ministerial Apparatus Tapera Committee ex-officio amounting to IDR 32,508,000

- Members of the Professional Element Tapera Committee amounting to Rp43,344,000

- Members of the ex-officio ministerial element Tapera Committee amounted to Rp29,257,200.

Additional Incentives and Benefits are given to members of the Tapera Committee for professional elements.

Meanwhile, incentives are given to the Tapera Committee based on incentives for the BP Tapera Commissioner.

Meanwhile, incentives for members of the Professional Tapera Committee are given a maximum of 4O percent of the incentives received by the BP Tapera Commissioner.

The Tapera Committee also received three types of allowances, namely:

a. Holiday allowances are given once a year for one basic salary.

b. Transportation allowances are given every month with a maximum amount of 20 percent of the basic salary.

c. Retired insurance allowances are given at the end of the term of office with a maximum amount of 25 percent of the Gapok.

d. Allowance as referred to in paragraph (1) to paragraph (3) is subject to a cut in income tax in accordance with the provisions of the legislation.
