JAKARTA - Minister of Cooperatives and SMEs (Menkop UKM) Teten Masduki admitted that he would immediately evaluate all regional regulations (perda) at the district, city and provincial levels to support the existence of MSMEs.
This is in the aftermath of Madura stalls in Klungkung, Bali, not being able to open 24 hours because of Regional Regulation (Perda) Number 13 of 2018 concerning the Arrangement and Development of People's Markets, Shopping Centers, and Supermarkets.
"In fact, the regional regulation regulates modern retail operating hours. So, we will also ensure that all regional regulations, both at the provincial and district/city levels, must take sides with MSMEs," Teten said at a press conference at the Kemenkop UKM office, Jakarta, Tuesday, April 30.
Therefore, Teten assessed that the warmness of the circulating issues could be a momentum for his party to check all regional regulations to support the existence of MSMEs.
Bearing in mind, based on the direction of President Joko Widodo (Jokowi), all elements of the government must support the existence of stalls owned by the people and MSMEs.
"So, we will also use this momentum to review all regional regulations. Because the directives from the President (Jokowi) cannot have this regulation," he said.
On the other hand, he said, his party clearly supports MSMEs, including small stalls.
This is because this is in line with Government Regulation Number 7 of 2021 concerning Ease, Protection, and Empowerment of Cooperatives and Micro, Small and Medium Enterprises.
Then, Teten emphasized that his party was committed to protecting public-owned stalls and MSMEs from the expansion of modern retail.
Therefore, his party encourages modern retailers to also provide promotion space for local MSME actors.
"We continue to encourage modern retailers to also provide business space, promotion space for local MSME players. In line with our programs in collaboration with various parties to open the widest possible market," he said.

Teten assessed that the presence of Madura stalls is a representation of the people's economy, which has been left out by modern retailers.
So, he said, the existence of traditional stalls must be maintained and not eliminated.
"Well, this is the government's commitment. Therefore, we continue to strive for the regions. Because, right, the permit policy is in the regions, not in the ministry. (So), we must provide better space for business actors in MSMEs, especially stalls," he added.
