JAKARTA - The Ministry of Administrative Reform and Bureaucratic Reform (KemenPAN-RB) is currently working on the most ideal scheme for the transfer of State Civil Apparatus (ASN) to the capital city of the archipelago (IKN).

It is possible that the transfer of ASN will begin in September 2024.

This was conveyed by the Minister of State Apparatus Empowerment and Bureaucratic Reform (PAN-RB) Abdullah Azwar Anas at a press conference 'Skema for the Transfer of ASN to the Capital City of the Archipelago (IKN)' at the Kominfo office, Jakarta, Wednesday, April 17.

Anas said, there was a slight change in the schedule from what was planned earlier. This is because the residences of ASN will be used first for the residences of ceremony officers.

"In July, he will move to IKN, so some of the ministers in July moved, including Pak Basuki. For ASN because in August there will be a ceremony at IKN and the support system is very large, there are also thousands of people who not only come but spend the night. So, we received directions from the palace that the transfer was gradual, but ASN will start moving after August," said Anas.

Anas said, in order to support the implementation of the ceremony, ASN housing will be used first by officers and related support stakeholders.

Therefore, there is no place to accommodate ASN's move in August.

"(The ceremony) requires quite a lot of apartments, lodging. So, this first phase of relocation is after August. God willing, September, the transfer (ASN), but in July some ministers have started moving to IKN," he said.

Even so, Anas emphasized, although it was previously mentioned that the transfer would begin in July, this does not mean that the progress is delayed because ASN has moved to September.

"Some of the ministers will move later in July. Meanwhile, ASN, it's not actually going back and forth, yes, because there are those who write forward and postpone the transfer of IKN. Actually, in July it was ready, but in August the RI Anniversary Ceremony will be used," said Anas.

"So, this is actually on track, no one is backing down. This is actually on track but we are preparing a scenario based on the development of the physical development of ASN housing," he added.

Previously, the Minister of Public Works and Public Housing (PUPR) Basuki Hadimuljono had made a similar statement.

Basuki said that the process of moving the State Civil Apparatus (ASN) to the capital city of the archipelago (IKN) would begin after the 79th Indonesian Independence Day Ceremony there.

"For ASN itself, right, in August it was planned (to be used for the ceremony) on August 17 there, only then did ASN move. Because the existing residences and offices there were used first for ceremony officers on August 17," said Basuki after being met at the Halalbihalal Eid al-Fitr 1445 Hijri at the PUPR Ministry office, Jakarta, Tuesday, April 16.

To ensure that all preparations are smooth ahead of the ceremony, Basuki plans to go to IKN next week. The target is that one of the crucial projects, namely drinking water infrastructure, can be completed in June and operational in July.

Overall, ASN and Hankam residential towers will number 47 towers. It is targeted that by July 2024, 12 of the towers will be completed. The PUPR Ministry noted that out of this total, 9 of them had topping off or cover the roof before Lebaran 2024.

Meanwhile, the average progress has now reached 35 percent.
