JAKARTA - The Ministry of Manpower (Kemnaker) will prepare partnership work relations regulations, online motorcycle taxi drivers (ojol) and logistics couriers. This rule will be in the form of a labor minister regulation (permenaker).

The Minister of Manpower (Menaker) Ida Fauziyah said this regulation would regulate social protection and social security for ojol and couriers, including regarding holiday allowances (THR).

"We have initiated to carry out a candy design related to the protection of workers outside of employment on application-based transportation services," Ida said in a meeting with Commission IX of the DPR, in Jakarta, Tuesday, March 26.

Ida said that so far there are no rules governing employment based on partnerships. Therefore, he said, this was the main conclusion in a meeting with Commission IX of the DPR.

"So far there has been no regulation about workers with partnership status. Therefore, commission IX is one of the conclusions asking or encouraging the Ministry of Manpower to prepare regulations related to protection and social assistance for partnership-based workers, including the provision of THR for online motorcycle taxi drivers," he explained.

Ida admitted that his party had joint discussions with related ministries/agencies regarding this matter. Such as the Ministry of Transportation, the Ministry of Communication and Information Technology, the Ministry of Cooperatives and SMEs, the Ministry of Coordinating the Economy, to the Ministry of State Secretariat.

Furthermore, Ida said that in drafting this regulation, his party also absorbed the aspirations of several organizations such as ojol associations, couriers, trade unions, academics and applicator companies.

"From these studies from the input from the FDG, indeed we still need to do further investigation related to employment status for online ojol and couriers," he said.

For your information, previously in a meeting with Commission IX of the DPR, an option emerged to change Permenaker Number 6 of 2016 regarding the provision of religious THR and including workers with a partnership status who are required to get THR.

However, Ida admitted that she had other options and was finally approved, namely forming the latest and separate rules for protection and social security for workers to unite partnerships such as ojol drivers.

"We convey to Commission IX that if you want to regulate workers with this partnership status, it is not only related to the provision of THR. But other arrangements, for example, are social security for workers with partnership status," he said.
