JAKARTA - The Ministry of Energy and Mineral Resources (ESDM) has issued Minister of Energy and Mineral Resources Regulation Number 2 of 2024 concerning Rooftop PLTS Connected to the Electricity Network for Electric Power Supply Business Permits for Public Interest (IUPTLU).
This regulation will take effect from January 31, 2024, as an effort to improve as well as replace the Regulation of the Minister of Energy and Mineral Resources Number 26 of 2021 regarding Rooftop PLTS.
"The government views that the implementation of the Roof PLTS regulation has not achieved its optimal potential, but we are sure that this challenge can be overcome with the hard work, innovation, and collaboration of all stakeholders, including the government, academics, business entities, the media, and the community, one of the results with the issuance of this rule," said Acting Director General of New Energy, Renewable and Energy Conservation, Jisman P Hutajulu in his remarks at the Socialization of the Ministerial Regulation of Energy and Mineral Resources Number 2 of 2024, Tuesday 5 March.
Through this latest regulation of Rooftop PLTS, the Government has made several improvements to arrangements that generally aim for efficiency and transparency, so that it is expected to increase public interest in installing Rooftop PLTS.
The main points of regulation contained in the Regulation of the Minister of Energy and Mineral Resources Number 2 of 2024 concerning Rooftop PLTS, including:
1. The installation capacity of the Roof PLTS is not limited to 100 percent of the installed power of PLN but is based on the availability of PLN quota.
2. Rooftop PLTS system capacity quota in clustering (at the PLN UP3 level) published by PLN through PLN's website, application, and/or official social media. This quota is determined by the Director General of Electricity every 5 (five) years.
3. Elimination of the import export mechanism. The value of excess electrical energy from the customer's Roof PLTS system to the IUPTLU holding network is not taken into account in determining the number of customer electricity bills.
