JAKARTA - The Ministry of Public Works and Public Housing (PUPR) said that the waste treatment site with the Refuse Derived Fuel (RDF) technology at the Integrated Waste Processing Site (TPST) Jeruk Legi, Cilacap Regency, Central Java, is a modern waste processing place that makes waste a renewable energy source to replace coal for alternative fuels for cement factories / cement factories.

Director General of Human Settlements of the Ministry of PUPR Diana Kusumastuti said that the construction of the RDF-based Jeruk Legi TPST was motivated by the problem of waste management in Cilacap Regency.

"TPST Jeruk Legi has a processing capacity of 200 tons of waste/day. Currently, it has only been used to process waste of 150 tons/day to serve 14 sub-districts," Diana said in a written statement received by VOI, Tuesday, January 2.

Diana assessed that with this RDF system, the processing of TPST Jeruk Legi waste is believed to be much better and more efficient, because it does not require large land as a garbage reservoir when compared to an open dumping system.

"In addition, it can also minimize the impact of environmental pollution because the principle of TPST development is to prioritize environmentally friendly concepts by reducing unpleasant smells through drying," he said.

The construction of the Jeruk Legi TPST with the RDF processing system began to be built in 2017 and has been tested in 2018 with a total project value of Rp. 84 billion. The construction budget uses a sharing system between the Ministry of PUPR of Rp. 27 billion for construction work and supporting facilities.

Then, the Danish Government provided assistance worth IDR 44 billion in the form of mechanical and electrical equipment, the Central Java Provincial Government worth IDR 10 billion and the Cilacap Regency Government APBD in the form of land acquisition and supporting facilities worth IDR 3 billion.

It is known, the RDF Jeruk Legi waste processing uses Mechanical-Biological Treatment Technology (Reventing-Disbursement-Biodrying) with an operating cost per year of IDR 4.2 billion.

The results of processing waste in the form of RDF amounting to 60 tons/day were purchased by the cement factory PT Solusi Bangun Indonesia (SBI) as offtaker, utilizing waste from sorting, melting and drying as fuel to replace coal.

This TPST operation also contributes to Regional Original Revenue (PAD) for Cilacap of around IDR 1.3 billion per year.
