JAKARTA - The acceleration of the arrangement of the national logistics system continues to be pursued by the government in accordance with the mandate in Presidential Instruction Number 5 of 2020. In order to answer the challenges of logistics flow so that it is more effective and efficient both in terms of cost and time, the government is discussing developments in the Acceleration of the Implementation of the National Logistics Ecosystem (NLE) Program.

The meeting discussed the development of NLE which has been implemented in stages at 46 ports and also efforts to strengthen collaboration and synergy between Ministries/Agencies to create a more competitive national logistics ecosystem.

The National Logistics Ecosystem (NLE) itself is a logistics ecosystem that harmonizes the flow of goods and international documents (flow of document) from the arrival of transportation facilities until goods arrive at the warehouse.

NLE is oriented towards cooperation between government and private agencies, through data exchange, process simplification, and removal of repitition and duplication. In addition, NLE is also supported by an information technology system that includes all related logistics processes and connects existing systems.

"This is our monitoring step in the context of implementing Presidential Instruction Number 5 of 2020 to run the established system, and since 2020 we have taken many steps to date. In line with this, it is important for us at the end of 2023 we can see progress until 2023 and discuss our planning in 2024", said Director General of Customs and Excise, Askolani, quoted Tuesday, December 12.

Towards the end of 2023, all NLE action plans are projected to be achieved by the end of 2023 and then continue with monitoring and evaluation and improvement of each service.

In its implementation, NLE was compiled into 4 pillars and has shown several positive achievements. Currently, Pilar I (process simplification) has been recorded to have reached 100 percent, pillar II (collaboration of logistics platforms) has been recorded at 100 percent, pillar III (payment ease) has also been recorded to have reached 100 percent, while pillar IV (space plan) has been reached 50 percent and requires further deepening.

Through data obtained from independent calculations and calculations by third parties (independent parties) as well as testimonials from business actors, it was found that NLE services had provided time and cost efficiency. NLE is also a tool to achieve the logistics cost target by 2045.

Askolani conveyed that for national logistics improvements and an increase in the LPI index, further steps and collaboration between K/L are needed, including in terms of SLA (Service-Level Agreement) and BCP (Business Continuity Planning), National Track & Trace, strengthening the NLE legal umbrella, efficiency of cost structure, continued cooperation with the World Bank, shipping reform, and harmonization of port codes.

Askolani emphasized that we need to continue to do our best in developing NLE, especially in terms of utilization and outcome, this is done in order to create an effective, efficient and competitive logistics flow.

Similarly, the Head of LNSW Oza Olavia said that the development of this NLE was very good. Regarding SLA and BCP, this SLA is very important for continuation and can ensure that everything goes according to standards.

"We appreciate it because the follow-up is very good, that related to SSm QC for the SLA quarantine it already exists and then related to permits involving 18 K/L we have completed, and some that we will not pursue until the end of the year," he explained.

Oda added to BCP as well, because it has utilized digital across almost all platforms related to Single Submission through the Indonesia National Single Window System and he really hopes that everyone can care because if there is one business that is hampered it will definitely hinder other businesses.
