The Government Gives 3 Months Of Transition Period For Import Tightening Rules

JAKARTA - The government has given three months as a transition period to ensure the smooth implementation of regulations for tightening the flow of import goods.

The tightening regulations are outlined in the revision of the Regulation of the Minister of Trade (Permendag) Number 25 of 2022 concerning Import Policy and Regulation.

"The post border change to border is included in the amendment to the Imported Commercial Procedure in Permendag 25 of 2022," said Coordinating Minister for Economic Affairs Airlangga Hartarto as quoted by ANTARA, Thursday, November 2.

The revision of the Permendag changed the regulation of import trading from post border to border for eight commodities, namely bags, electronics, traditional medicines and health supplements, cosmetics, textiles, other finished items, children's toys, footwear, and finished clothes.

In addition to changing the rules of import trading, the revision of Permendag Number 25 of 2022 also relaxed the rules for the delivery of Indonesian Migrant Workers (PMI) for 10 groups of goods, with the exception of prohibited goods and restrictions (laltas) and no required Indonesian Representative Certificates Abroad.

In this regulation, PMIs who are documented/procedural are allowed to make three deliveries per year, while undocumented/non-procedural PMIs are allowed to make one delivery per year.

A total of 10 groups of items in question include; finished clothes and finished clothing accessories, other textiles, electronics (except cell phones, computers and tablets), footwear, cosmetics, children's toys, bags, food and beverages (except alcoholic beverages) with a certain amount limit.

"We ask the relevant ministries or institutions to complete their regulations within these two weeks, while the transition process is given three months to make it easier in the field," said Coordinating Minister Airlangga.

The government has also set a positive list for imported goods that can be imported directly through Trafficking Through Electronic Systems (PMSE/e-commerce).

Types of imported goods that are allowed to be sold via e-commerce are books, films, software or software, and music at prices below 100 US dollars.

Thus, for commodities other than the four commodities, it can only be imported directly through PMSE if the price exceeds 100 US dollars.

"This positive list is determined by the Minister of Trade in the form of a Decree of the Minister of Trade," he added.

In addition, in response to the problem of Termination of Work Relations (PHK) in several Bonded Areas (KB), Airlangga explained, the government provides convenience through accelerating the issuance of recommendations for local sales of KB production products above 50 percent.

To ensure this convenience, the Ministry of Industry will draw up a Regulation of the Minister of Industry regarding the procedures for issuing recommendations for local sales of KB production above 50 percent which will be issued in the next two weeks.
