Regarding The BSPS Program Highlighted By The DPR, Minister Basuki Opened His Voice

JAKARTA - The Ministry of Public Works and Public Housing (PUPR) responded to the Self-Help Housing Stimulant Assistance (BSPS) program highlighted by Commission V of the Indonesian House of Representatives in a Hearing Meeting (RDP) with the Directorate General of Housing and Water Resources Directorate, Thursday, September 7.

The reason is, Commission V DPR RI considers that the BSPS program has decreased compared to 2023. The total BSPS budget target for 2023 is IDR 3.29 trillion for 150,050 housing units. Meanwhile, in the 2024 Fiscal Year (TA), a budget of IDR 1.2 trillion is proposed for 55,046 units.

Responding to this, PUPR Minister Basuki Hadimuljono said that his party would seek this target by working on the construction of BSPS from the remaining project tenders in each Directorate General (Ditjen) of the Ministry of PUPR.

"As a result of the discussion at Commission V of the DPR RI, we will try to use (the remaining budget) of the remaining project tenders. From the rest of the auction, usually if you have 100 percent, the experience is, that's it, there are remnants of the tender. We are at least 96-97 percent absorbed by the end of the year," said Minister Basuki in Jakarta, Thursday, September 7.

"That's why I didn't promise him (Chairman of Commission V DPR RI Lasarus) to be shifted now, but wait for the rest of the tender. Well, that's what we used," he added.

Minister Basuki added that the existing budget is not only for BSPS, but also used for other community-based programs, such as the Acceleration of Irrigation Water Administration Improvement Program (P3-TGAI), Regional Socio-Economic Infrastructure Development (PISEW), and Community-Based Sanitation Program (Pamsimas).

"For example, later (Program) Bina Marga has the rest of the auction, I use it there, Cipta Karya can be used there, the Directorate General of Water Resources can be used for housing, at the Directorate General of Housing can also be used. If we have to report it first to Commission V DPR RI," he said.

With this, Basuki ensured that there would be no program in every Directorate General of the Ministry of PUPR, especially for a number of jobs that were included in the National Strategic Project (PSN), which would experience a setback from the set target.

"No (will resign from the target). If that is the case, it has been tendered, it means the rest (which is used)," he concluded.

As previously reported, the Hearing Meeting (RDP) with the Director General of Housing and Director General of Water Resources of the Ministry of PUPR together with Commission V of the DPR RI suddenly stopped for 10-15 minutes.

Based on VOI's monitoring on the DPR RI's YouTube account, the meeting had to be stopped due to an interruption from Robert Rouw who is the Deputy Chairman of Commission V DPR RI Nasdem Faction.

Robert said, based on a working meeting (Raker) some time ago, it was concluded that the Ministry of PUPR asked for input and proposals from Commission V of the DPR RI to carry out future tasks.

However, Robert said, the proposal from Commission V of the DPR RI regarding the addition of the construction of non-compliance community self-help houses.

"According to our commitment, the conclusion of the last meeting with the minister (PUPR) that paying attention to proposals and input from Commission V and the most important thing is that the labor-intensive program must return," said Robert at the DPR RI Building, Jakarta, on Thursday, September 7.

"I see housing materials assisted by non-governmental organizations from 45,000 people only rose 10,000 to 55,000, meaning this is not in accordance with our agreement. So, in my opinion, we better suspension (the meeting)," he added.

According to Robert, the RDP will be useless if there is no agreement to achieve the things that have been previously agreed upon.

"We ask for the re-coordination of this commitment to the minister, otherwise we refuse because that is the agreement stated at the conclusion of our meeting yesterday, return it to a minimum of 2023," said Robert.
