Four Years Of THR ASN During A Pandemic, Which Is The Largest?

The government has officially declared that the disbursement of the holiday allowance (THR) for State Civil Apparatus (ASN) will begin on April 4, 2023.

This was conveyed directly by the Minister of Finance (Menkeu) Sri Mulyani when holding a press conference with the Minister of Administrative Reform and Bureaucratic Reform Azwar Anas today.

"The THR disbursement starts from D-10 Eid al-Fitr," said the Minister of Finance on Wednesday, March 29.

Meanwhile, the provision of the THR value paid this year has not returned to normal levels even though the domestic COVID-19 pandemic situation is getting more under control. This continues the THR trend which has been 'cut' since 2020.

"The provision of THR for state and retired officials while still paying attention to balance with the implementation of other programs and within the limits of the country's financial capacity," said Minister of Finance Sri Mulyani.

So what are the provisions for paying THR for ASN from the beginning of COVID-19 until this year? the following is the risk.

1. 2020 Period

In response to the handling of the pandemic, THR is only given to certain state apparatus (officials under echelon two) and retirees. The THR component and the 13th salary are only in the form of basic salary, family allowances, and job allowances. VOI noted that the budget value provided by the government was around Rp. 29 trillion.

2. 2021 Period

This year, the threat of COVID-19 is still very heavy, and even peaks. However, the Minister of Finance claims that the economic recovery is starting which is accompanied by improvements to the state budget, so that the THR and the 13th salary provided are in the form of basic salary, family allowances, attached allowances, and position allowances. It is known the value of the funds prepared is IDR 30 trillion.

3. Period 2022

During the past year, the spread of the COVID-19 pandemic continued to be under control. Even so, pressure actually arises from external factors due to global uncertainty. Therefore, the government decided to give THR the same as the 2021 period with the addition of 50 percent of performance allowances. The total budget disbursed from the APBN is IDR 34.3 trillion.

4. Period 2023

For this year, Minister of Finance Sri Mulyani has set a THR policy based on the calculation of the basic salary with attached allowances (family, food, position, structural/functional/general) and 50 percent of the performance allowance per month for those who get it. Meanwhile, the funds provided by the government amounted to IDR 38.9 trillion.
