Koentjoro explained that the toll separation was carried out because the construction and operational factors of several JTTS Phase I toll roads indicated that the company had the potential to experience unsustainable financial conditions.

Koentjoro said the Bakauheni-Terbanggi Besar Toll Road and the Medan-Binjai Toll Road would be the toll roads that first implemented the scheme.
