JAKARTA - The Ministry of Finance (Kemenkeu) targets the efficiency of structuring the national logistics ecosystem (NLE) to reach 60-80 percent.

This target is because the current efficiency of NLE is only in the range of 50 percent, so it is not enough for Indonesia which is geographically challenging because it is an archipelagic country.

"Until now, NLE has been implemented at 14 ports. In the future, the implementation of NLE will be extended to seaports and airports both domestically and internationally," said Ministry of Finance's Director of Customs and Excise Information Rudy Rahmaddi, who is also the Chief Executive of the NLE Development Technical Team in an official statement in Jakarta, quoted from Antara, Saturday, February 25.

In 2022, NLE teamed up with Prospera's independent survey team to get an early picture of the effectiveness of NLE.

In general, the perception of service users assesses the efficiency of the NLE program, especially licensing SSm services, SSm QC, Delivery Order, Letter of Submission of Online Container, Autogate, and Trucking. The timing and cost efficiency based on the Prospera survey report ranges from 24.6 percent to 49.5 percent.

Based on data from the National Single Window Institute (LNSW), the estimated reduction in yield costs and withdrawal fees for handling or inspections start from the beginning of the implementation of the SSm Customs Quarantine in June 2020 to December 2022 of 191.32 billion or 33.48 percent. In addition, the average time efficiency is 22.37 percent.

Rudy said the NLE Team from the Ministry of Finance did not work alone because it had collaborated with partners of more than 15 ministries/agencies, more than 50 logistics platforms, banks, and SOEs.

In the context of simplifying the government's business process, as many as 4,398 documents were processed through the single submission service (SSm) of the Transportationtor, 53,191 documents were processed through the SSm Licensing, 81,814 documents were processed through the SSm Customs Quarantine, and 30,696 documents were processed through the inter-island cargo list service.

Meanwhile, in the aspect of the logistics platform collaboration, as many as 234,751 documents were processed through online order delivery services, 861,462 Online Container submission documents, 18,217 trucking transactions, and 35,575 containers utilizing depot services from NLE.

In the period 2023-2024, NLE will focus on three aspects, namely accelerating the completion of the target for the Presidential Instruction Plan (Inpres) Number 5 of 2020, room for improvement, and expanding the target port for NLE implementation.

In order to support the smooth implementation of NLE, the government continues to generate input from all relevant elements, both from the government, the private sector, and logistics actors.
