JAKARTA - The Downstream Oil and Gas Regulatory Agency (BPH Migas) proposes a number of vehicle criteria that will be limited access to purchase subsidized diesel and Pertalite fuel oil (BBM).

The proposal is part of the revision of the attachment to Presidential Regulation (Perpres) Number 191 of 2014 concerning the Provision, Distribution and Retail Selling Price of fuel which has been discussed since mid-2022.

"In terms of JBKP (Pertalite) there are restrictions, first for all motorbikes, except those above 150 CC," said BPH Committee Member Migas Abdul Halim during an online discussion on Indef, Tuesday, February 14.

In addition, said Abdul, his agency also offers that all four-wheeled vehicles are prohibited from buying gasoline with the octane value (RON) of 90. Even so, there is still a second option by setting a maximum engine cubication of 1,400 cc.

"There are two scenarios for black plate cars, all black plate cars will be prohibited, or the option of two cars with a maximum of 1,400 cc," he said.

Abdul said that the purchase of JBT Solar would also be strictly limited, for example, restrictions would be applied to black plate individual vehicles in the four-wheeled pickup category. These restrictions are excluded for double cabin pickups.

"Furthermore, there will be yellow plate public transportation because, right, everything is free, we propose to JBT we submit," he explained.

Meanwhile, Abdul continued, subsidies will still be provided for special transportation for passengers and transportation of basic necessities. However, subsidies for coal transportation are no longer provided through the revised Presidential Decree.

"During the revision that we submitted in 2023, they (coal transportation) were not entitled to subsidies, in terms of JBT," he said.

On the same day, the Director General of Oil and Gas (Migas) of the Ministry of Energy and Mineral Resources (ESDM) Tutuka Ariadji revealed that his party proposed a criterion entitled to consume subsidized fuel oil (BBM) such as diesel and Pertalite.

Later, the proposal will be included in the 2014 Presidential Regulation Revision concerning the Provision, Distribution, and Retail Selling Price of Oil Fuel (BBM).

Tutuka said that the proposed criteria were given because the proposed revision of the Presidential Decree had no regulation on consumers of the Special Assignment Type of Fuel (JBKP), namely Pertalite and arrangements for consumers of Certain Types of Fuel (JBT) that were valid were still too common, thus causing multiple interpretations.

"Later on, Pertalite will be given to 5 consumer categories including small industries, fisheries businesses, agricultural businesses, transportation, and public services," said Tutuka in a Hearing Meeting with Commission VII DPR RI, Tuesday, February 14.

As for the type of subsidized JBT Solar, the Ministry of Energy and Mineral Resources proposes that subsidized fuel can later be used by small industrial sectors, fishery businesses, agricultural businesses, land transportation, sea transportation, rail transportation, and public services.
