JAKARTA - The Employment Social Security Administering Agency (BPJS) noted that until 2022 there were 486,000 fishermen and crew members who were protected by the Employment Social Security program.

"Until now, the participation of fishermen has been registered as many as 486,000 fishermen and crew members. Likewise, the Ministry of Maritime Affairs and Fisheries (KKP) is registered as many as 3,600 non-ASN who are job vouchers," said Deputy Assistant for Micro Small-Scale Participation BPJS Employment Hery Johari in a public discussion "Nelayans Facing Climate Crisis: Quo Vadis Fisherman Protection and Small-Scale Fish Cultivation", quoted from Antara, Thursday, January 12.

Hery explained specifically in the marine and fisheries sector, there is Law Number 7 of 2016 concerning Fisherman Protection and Empowerment, Fish Cultivation and Salt Petambak which regulates the risks faced by fishermen, fish cultivators and salt farmers including work accidents, death and others.

There is also protection provided in the form of fisheries insurance or insurance and life insurance.

Another legal umbrella is PP Number 27 of 2021 concerning the Implementation of the Marine and Fisheries Sector.

"PP 27/2021 stipulates that the social security program for small fishermen is carried out in accordance with statutory provisions," he said.

Hery said that apart from participation, there were also 33 fishing ports that had appointed BPJS Ketenagakerjaan as partners to provide social security or insurance for fishermen.

"For now, we are currently integrating data with Kusuka (A Card of Marine and Fisheries Business Actors) which will later guarantee that the crew of the ship who will go to sea must have been protected by the employer in the BPJS Ketenagakerjaan program," he said.

The claim for participation by BPJS Employment for fishermen and crew members for the 2019-2022 period for death insurance claims reached Rp85.3 billion and claims for work accidents reached Rp41 billion which had been paid.

Hery admitted that the number of old age insurance claims was still quite low where the participants who received wages (PU) reached Rp106.6 billion and non-wage recipient participants (BPU) reached Rp4.2 billion.

Public Works participants are those who work with employers while BPU participants are those who carry out business activities independently.

"Indeed, it seems that friends are still not participating in the savings program (old age) even though this is very important because it is very necessary later when they are no longer working or are no longer earning income, they can open a business when they are no longer fishermen," he said.
