Sri Mulyani Ensures THR Disbursement Process For ASN, TNI And Polri Starting D-10 Lebaran

JAKARTA - Minister of Finance Sri Mulyani Indrawati stated that the process of disbursing Hari Raya Allowances (THR) for ASN, TNI, and Polri is planned to start from the H-10 period of Idul Fitri to become a stimulus to the economy.

"Like the previous year, the THR disbursement is planned to start from the H-10 period of Eid al-Fitr," he said as quoted by Antara, Saturday, April 16.

Sri Mulyani said that Ministries/Institutions (K/L) can submit a Payment Order (SPM) to the State Treasury Service Office (KPPN) starting April 18, 2022 and then it can be disbursed according to the applicable mechanism.

On the other hand, Sri Mulyani said if there is THR that cannot be paid before Eid al-Fitr due to technical problems, it will be distributed after Lebaran.

"We hope that it can still be paid before Idul Fitri. I hope that everything can be done on H-10 so that the central and regional ASN, TNI, Polri and retirees have received THR before Lebaran," he said.

Sri Mulyani explained that THR will be given in the amount of basic salary or pension and benefits attached and 50 percent of performance allowances per month for those who receive performance allowances.

The inherent benefits include family allowances, food and structural or functional or general positions.

For local government agencies, a maximum of 50 percent of additional income by taking into account the capacity of the regional fiscal capacity and in accordance with statutory regulations.

This year's THR is given to 1.8 million employees of the central state apparatus, 3.7 million employees of regional state apparatus and 3.3 million retirees.

Sri Mulyani explained that the policy for providing THR has been accommodated in the 2022 APBN, whose distribution has been carried out through K/L with a total budget of Rp. 10.3 trillion for the central ASN, TNI and Polri.

Then through the General Allocation Fund (DAU) of Rp. 15 trillion for regional ASN, namely PNSD and PPPK which can be added from the 2022 APBD according to the fiscal capacity of each region.

This year's THR budget has also been channeled through the state general treasury of around Rp9 trillion which is intended for retirees.

In addition to THR, the government will also provide a thirteenth month salary as educational assistance which will be carried out starting July 2022 with the same components and groups of recipients as THR.

"The policy of providing THR and the 13th salary is expected to be one of the factors driving people's economic activity," said Sri Mulyani.
