Polemic TWK KPK At Komnas HAM: Urging Firli To Come Out Of Hiding

JAKARTA - The National Human Rights Commission (Komnas HAM) continues to investigate allegations of human rights violations in the National Insight Test Assessment (TWK) for employees of the Corruption Eradication Commission (KPK). Many parties have visited their offices to provide information, including the Deputy Chairperson of the KPK, Nurul Ghufron.

However, Ghufron's presence was considered insufficient because there were a number of questions he could not answer. Thus, Komnas HAM hopes that other leaders along with the Secretary General of the KPK can attend to provide information.

After examining Nurul Ghufron, Commissioner for Monitoring and Investigation of the National Human Rights Commission, Mohammad Choirul Anam, said that there were a number of questions that could not be answered by the leadership representing Firli Bahuri et al. One of the questions is related to the initiator of the TWK implementation as a condition for the transfer of employment status.

"There are some question constructions that are not the area of collegial collectives, but areas that are contributed by individual leaders. So there were some questions that Pak Ghufron couldn't answer because they were other leaders," Anam told reporters, Thursday, June 17.

Thus, Komnas HAM provides an opportunity for the leadership and the Secretary General of the KPK to attend to provide clarification. However, this institution will not call back but wait for their awareness to attend until the end of next month.

"Never mind, we don't need to call again. We just give it a chance. If you want to come, we will accept it until the end of this month until we close the case," he said.

"The thing is, if you wait for another call and stuff, it will take a lot of time and harm us all," added Anam.

Ghufron Pemeriksaan Checkup

As for the examination, Ghufron has explained various things related to TWK ranging from the legal basis to the inauguration of thousands of employees who have passed as State Civil Apparatus.

In addition, he also admitted that he was asked about the issue of the Taliban in the institution he leads. Knowing that Komnas HAM was still waiting for further information from Firli Bahuri et al, Acting Spokesperson for the KPK for Enforcement, Ali Fikri, then spoke up.

He said other leaders would not come to the Komnas HAM office to provide information regarding TWK. He insisted that Ghufron's statement, who was sent to attend the examination on Thursday, June 17, was sufficient. The pretext is that the work system of the KPK leadership is a collegial collective.

"We have already explained that the KPK is a collegial collective. It means that one is enough, I think it is sufficient for the information and data needs of Komnas HAM," Ali told reporters quoted from the Indonesian KPK YouTube, Friday, June 18.

"It means that (the information) is sufficient," he added.

In addition, he said, his party had submitted a written and complete explanation to Komnas HAM. Thus, it is hoped that this will be sufficient to clarify the alleged violations reported by representatives of 75 employees who were declared not to have passed the TWK.

"We once again hope that from today's explanation and in writing it will be sufficient and further analysis can be carried out by Komnas HAM," he said.

The insistence on the presence of Firli et al to visit Komnas HAM was then heard from Indonesia Corruption Watch (ICW) researcher Kurnia Ramadhana. He said the four leaders and the Secretary General of the Corruption Eradication Commission (KPK) must have the courage to provide information at Komnas HAM regarding alleged violations in the TWK process.

"Don't keep hiding behind this problem," said Kurnia in her written statement.

Furthermore, he also highlighted Choirul Anam's statement that said Ghufron did not know who the initiator of TWK was. Kurnia said, it is impossible for Ghufron not to know who the organizer of the test was, especially since he is one of the five KPK leaders whom he accused of smuggling articles on the implementation of TWK in Perkom Number 1 of 2021.

So, instead of believing that Ghufron didn't know, ICW believed that he was protecting Firli Bahuri or even afraid of the chairman of the KPK.

"ICW believes that Nurul Ghufron is not ignorant, but is trying to cover up or maybe afraid to mention that Firli Bahuri is the figure who initiated the TWK for all KPK employees," he concluded.
