MTI Pushes SISTRANAS Bill to Become an Umbrella for Integrated and Sustainable Transportation Law

JAKARTA - The Indonesian Transportation Society (MTI) considers the presence of the National Transportation System Bill (RUU SISTRANAS) very important as a momentum for a paradigm shift in transportation in the country. This bill is expected to be an umbrella legislation (umbrella law) that unites various transportation rules in an integrated, safe, efficient, and sustainable manner.

This emerged in a National Seminar entitled "The Strategic Role of the National Transportation System Bill (SISTRANAS) in Realizing Integrated and Sustainable Mass Transportation" held at the Millenium Kebon Sirih Hotel, Central Jakarta, Tuesday (4/8/2026). This event was also coupled with the inauguration of the MTI Central Board of Directors for the 2025-2028 term.

MTI Chairman, Haris Muhammadun, emphasized that Indonesia needs to change the mindset in the development of the transportation sector from the original partial per mode to a complete system unit.

"The SISTRANAS bill is not merely to draft new legal norms, but to become a momentum to build an integrated national transportation governance. This regulation must be able to unite the vision of developing Indonesian transportation so that every policy, investment, and service moves towards the same goal," said Haris.

Challenges of the Indonesian Transportation Sector

Currently, Indonesia is facing various structural problems in the field of connectivity and mobility. Some of them include:

High cost on national logistics costs when compared to neighboring countries. Economic losses due to congestion in metropolitan areas. Inequality in the quality of public transportation between regions. The growth rate of private vehicles far exceeds the provision of public transportation capacity.

The presence of the SISTRANAS bill is considered a strategic solution to accelerate the transformation of public services, reduce carbon emissions (decarbonization), and support the achievement of the Indonesia Emas 2045 vision.

4 MTI Strategic Recommendations for the SISTRANAS Bill

To complete the preparation of the SISTRANAS bill, MTI formulated four main recommendations to the government and regulators:

Making the SISTRANAS Bill as the Main Legal Umbrella: Making this law as a big house that shelters the Road Law, LLAJ Law, Railway Law, Shipping Law, and Aviation Law. Formulate National Development Design: Develop a mass transportation design model supported by regulations, institutional strengthening, and solid financing. Strengthen Cross-Sector Synergy: Build close collaboration between the central government, local governments, business entities, and the public. Encourage Creative Financing: Increase the involvement of business entities and the public in exploring the potential of legal alternative financing schemes for public transportation sustainability.Participants take a group photo after the seminar. This national seminar was attended by a number of officials from regulators, academics, to industry practitioners. Among them were Deputy IV of the Transportation and Multimodal Integration Directorate General of Transportation and Multimodal Integration, Ministry of Transportation, Mohamad Risal Wasal, Member of Commission VII of the House of Representatives of the Republic of Indonesia Bambang Haryo Soekartono, Director of PT Transjakarta Welfizon Yuza, FT UGM Professor Danang Parikesit, and urban observer Yayat Supriyatna.

MTI emphasized its commitment to continue to be a strategic partner of the government and the House of Representatives of the Republic of Indonesia in providing input based on scientific studies to realize a modern, inclusive, and adaptive national transportation system for future generations.
