JAKARTA - Imparsial urges the President to immediately revoke Presidential Regulation (Perpres) Number 66 of 2025 concerning the security of prosecutors by the TNI. The organization assessed that the policy had raised constitutional issues, disrupted the criminal justice system, and was contrary to the principle of civil supremacy.

Imparsial Director, Ardi Manto Adiputra, said the implementation of the Presidential Decree had raised serious issues, especially after the security of the former Deputy Attorney General for Special Crimes (Jampidsus) Febrie Adriansyah by TNI soldiers and the presence of TNI members at the Metro Jaya Police which was linked to the alleged corruption case of the former Jampidsus.

"The security of the former Jampidsus house by the TNI and the presence of TNI soldiers at the Metro Jaya Police further shows that Presidential Decree Number 66 of 2025 has disrupted the criminal justice system in Indonesia," Ardi said in a statement received, Thursday, July 16, 2026.

According to Ardi, since the beginning of Presidential Regulation Number 66 of 2025, the TNI has been disproportionately involved in the function of security for prosecutors. In fact, the involvement of the TNI in assisting civilian institutions can only be carried out in certain circumstances as stipulated in Law Number 34 of 2004 concerning the TNI which has been amended through Law Number 3 of 2025.

He emphasized that security for prosecutors is basically the task of the Police. The involvement of the TNI, he said, can only be carried out as a form of assistance in emergency situations, is temporary, and is based on a real threat.

"Security for prosecutors is actually the duty and responsibility of the Police. Security by the TNI must not replace or take over the function of the police, but only as a task of assistance," he said.

Imparsial also assessed that the presence of TNI soldiers in the security of prosecutors had the potential to create the impression of abuse of authority to protect the apparatus suspected of being involved in criminal acts. According to Ardi, this condition can be qualified as an effort to hinder the process of enforcing the law or obstruction of justice.

In addition, Imparsial believes that Presidential Decree Number 66 of 2025 is contrary to the provisions of the TNI Law. In the explanation of Article 47 of Law Number 3 of 2025 it is stated that the placement of active TNI soldiers at the Attorney General's Office only relates to the Attorney General for Military Criminal Affairs (Jampidmil).

Therefore, Imparsial urges the President to revoke Presidential Regulation Number 66 of 2025, order the TNI Commander to withdraw all personnel who carry out security for prosecutors, and thoroughly evaluate the policy of involving the TNI in civilian functions.

"The President needs to conduct a thorough evaluation of the policy of involving the TNI in civilian functions as a form of responsibility for the current chaos and to prove the government's commitment to maintaining the supremacy of law, civil supremacy, and eradicating corruption in Indonesia," he said.
