JAKARTA - Deputy Chairman of Commission X of the Indonesian House of Representatives, Lalu Hadrian Irfani, asked President Prabowo Subianto to carry out a total reform of the national teacher governance. One of them is by removing the teacher scheme or cluster, including the Civil Servant with Work Agreement (PPPK) and Part-Time Civil Servant (P3K PW) schemes and unifying their status as civil servants (PNS).
"It's time for the government to carry out a thorough overhaul of the governance of teachers in Indonesia. The current teacher cluster system, including PPPK and Part-Time PPPK, must be abolished and merged into one national staffing system through the CPNS channel," Lalu Hadrian told reporters, Monday, May 4.
According to him, the multi-scheme policy in the appointment of teachers has so far caused various problems in the field. Starting from overlapping regulations, uncertainty of status, to treatment that is considered discriminatory against educators.
"In the future, teacher recruitment must be united through one national channel, namely the Civil Servant Candidate (CPNS), with a formation that is adjusted based on the actual needs in each region," he said.
In addition, Lalu also highlighted the still large number of PPPK teachers in various regions who experienced delays in the payment of salaries and other rights due to weak coordination of governance between the central government and local governments.
"Many teachers are actually victims of a system that is not synchronized. Some are late in receiving salaries, there is ambiguity in career development, and even disparities in welfare between regions," said the head of the commission dealing with education.
For this reason, Lalu asked President Prabowo to take firm steps by revoking the Minister of PANRB Decree Number 16 of 2025 concerning Part-Time PPPK, as well as stopping the recruitment of teachers through this scheme.
According to him, all the governance of teachers in the future must be under the control of the central government so that the recruitment process, distribution, career development, and teacher welfare can run more integrated and equitable.
"If the recruitment of teachers is carried out in one channel through the CPNS and its management is centralized, then the state can ensure that the quality, equity, and welfare of teachers are more secure. Teachers are the foundation of the future of the nation, so the state must present a fair and certain system," said Lalu.
The PKB legislator from the NTB District also hopes that the steps to eliminate the teacher cluster and the implementation of a national recruitment system through the CPNS can be a long-term solution to improve the fate of teachers in Indonesia. "At the same time, improve the quality of national education," he concluded.
