Andreas also assessed that this issue needed to be followed up further. It is not enough to just conduct a check on the officers, but a thorough evaluation of the mechanisms for exit permits, escorting inmates, and risk-based surveillance standards is also needed.

"Because if supervision only stops at individual sanctions, then the institutional root of the problem is not touched," said Andreas.
