JAKARTA - The Ministry of Home Affairs ensures that the continuity of government employees with work agreements (PPPK) is maintained, in line with efforts to control regional employee spending to be within the ideal limit.
The Directorate General of Regional Financial Development of the Ministry of Home Affairs confirmed that the allocation of employee budgets, including PPPK, had been adequately prepared in the Regional Revenue and Expenditure Budget (APBD).
Director General of Regional Financial Development, Agus Fatoni, conveyed this when attending a coordination meeting with the Governor of East Nusa Tenggara (NTT), Emanuel Melkiades Laka Lena, in Kupang.
Based on NTT's 2026 Fiscal Year APBD data, the total regional expenditure reached Rp5.31 trillion, with employee expenditure of Rp2.72 trillion. This figure includes the needs of full-time PPPK with a budget allocation of Rp813.91 billion.
After the expenditure and teacher allowance components were issued, the proportion of employee spending was in the range of 40.29 percent.
Fatoni emphasized that all the needs for employee spending had been allocated and sufficient, including for PPPK.
"The budget has been prepared well. We ensure that the PPPK remains safe and the rights of the apparatus are fulfilled, while encouraging efficiency so that the proportion of employee spending is in accordance with regulations," he said.
On this occasion, the government also handed over a decision letter (SK) to 4,536 part-time PPPK as part of the arrangement of non-ASN personnel.
The Ministry of Home Affairs also encourages the strengthening of regional finances through controlling employee spending and increasing regional revenues.
Efforts to increase revenue are carried out through tax and toll optimization, improving the performance of BUMD, utilizing regional assets, and strengthening the role of regional public service agencies (BLUD).
In addition, local governments are encouraged to utilize alternative sources of financing such as cooperation with ministries/institutions, corporate social responsibility (CSR) programs, and support from the National Zakat Agency (Baznas).
Fatoni added that controlling employee spending is the key to maintaining fiscal sustainability without sacrificing the quality of public services.
"In the short term, local governments are directed to reallocate spending, including efficiency in official travel and non-urgent operational spending," he said.
