JAKARTA - Deputy Chairman of the DKI Jakarta DPRD Wibi Andrino highlighted the slow recovery of road surfaces in the Jakarta Sewerage Development Project (JSDP) which is part of the National Strategic Project (PSN).
He emphasized that strategic projects should not sacrifice the comfort and safety of residents.
"This JSDP is a big project, the goal is good for the future of Jakarta sanitation. But don't let a national strategic project become a source of permanent congestion because the hole is not immediately closed," Wibi told reporters, Tuesday, March 3.
Wibi specifically highlighted the conditions in the Besi Bridge area, West Jakarta, including the busway line which was affected by the project excavation. According to him, the work at the location has not been completed yet, causing a long-term impact on road users.
"At the Besi Bridge, especially on the busway line, it has been almost two years that it has not been completed. This is no longer a normal technical obstacle. This is about project control. I have even reported this before, but until now there has been no clear solution," he said.
The Jakarta Sewerage Development Project (JSDP) is a project to develop a centralized domestic wastewater treatment system, including the construction of Wastewater Treatment Plants (IPAL) and piping networks in a number of zones in Jakarta. This project is a collaboration between the Ministry of Public Works and Housing and the DKI Jakarta Provincial Government to improve the quality of sanitation and the city environment.
However, Wibi assessed that supervision and coordination in the field needed to be tightened. He highlighted the possibility of a separation of responsibilities between underground work contractors and parties who restore the road surface.
"The one who digs must make sure that it is closed. There should be no excuse for different contractors and then residents who bear the risk of traffic jams and accidents. Jakarta is not an endless excavation city," he said.
Wibi emphasized that the status of PSN does not mean that the project is free from evaluation. In fact, according to him, supervision must be stricter because it concerns the public interest in the long term.
"PSN does not mean it is immune from evaluation. In fact, because this is a strategic project, supervision must be more stringent. We don't want a good long-term project, damaged its image because of weak governance in the field," he said.
The DKI DPRD, he continued, will ask for an official explanation from the relevant service regarding the points of excavation that have not been restored, including in the Besi Bridge area. He also asked for a clear and transparent completion timeline so that the public knows the certainty of the repair.
"Jakarta must be a well-organized city. Not a city that is bent and left. Residents have the right to a safe and smooth road," he said.
