JAKARTA - Social Minister Saifullah Yusuf stated that the presidential regulation (Perpres) regarding the elimination of debts and fines for health insurance premiums for participants in the Non-Wage Recipients (PBPU) and Non-Workers (BP) class 3 is still in the process of discussion within the government.

"Yes, it will be processed again," said Saifullah Yusuf, Tuesday, February 10.

He was unable to explain in detail when asked which groups would receive a waiver of arrears payments because it was still in the process of discussion.

However, he ensured that the discussion would be carried out comprehensively involving multiple parties so that later, the policy could be immediately implemented through coordination between BPJS Kesehatan, the Ministry of Health, and the Ministry of Social Affairs.

"Just wait," he said.

Previously, Minister of Finance Purbaya Yudhi Sadewa revealed that the government was preparing a Presidential Decree on the elimination of health insurance premiums and fines for participants in the Non-Wage Recipients (PBPU) and Non-Workers (BP) class 3.

"Currently, the government is drafting a presidential regulation on the elimination of health insurance premiums and fines for PBPU and BP class 3 participants," said Purbaya in a meeting with the leadership of the Indonesian House of Representatives in Jakarta, Monday (9/1).

He explained that the policy aims to eliminate the arrears in contributions that have been a burden on participants, as well as encouraging an increase in active membership and maintaining the sustainability of the National Health Insurance (JKN) program.

The government has so far supported the financing of the JKN through the payment of contributions from participants of the Health Insurance Contribution Assistance (PBI JK) which is allocated through the Ministry of Health's Implementation Budget (DIPA) Implementation List.

Since 2021, the amount of health insurance premiums for PBPU and BP participants with the benefit of class 3 treatment room services has been equated with the premium of PBI participants, namely Rp. 42,000 per person per month.

Of this amount, Rp35,000 is paid by the participant or another party on behalf of the participant, while Rp7,000 is a government contribution, with a breakdown of Rp4,200 borne by the central government and Rp2,800 by the local government.

In general, the allocation of health budgets in the State Budget (APBN) 2026 reached Rp. 247.3 trillion, an increase of 13.2 percent compared to the previous year.

Considering the large amount of health budget disbursement by the State Budget, the Minister of Finance highlighted the controversy regarding the deactivation of PBI JK participants, which is around 11 million people in February 2026.

He also asked for the update of PBI-JKN data to be carried out more carefully, gradually, and accompanied by more adequate socialization.
