Pigai: There are no regulations to curb freedom during Prabowo's government

Human Rights (HAM) Minister Natalius Pigai delivered a speech at the Human Rights Ministry 2025/ANTARA performance kaleidoscope event.

JAKARTA - Human Rights Minister (HAM) Natalius Pigai said that during President Prabowo Subianto's administration, no one regulation restricting freedom of expression was issued by the government.

Pigai explained this in the Kaleidoscope of the Performance of the Human Rights Ministry 2025 at the Human Rights Ministry's office, Jakarta, Monday, when explaining the Indonesian Human Rights Index in terms of civil and political dimensions (sipol).

"During Prabowo Subianto for more than a year, no one regulation was issued by the government to curb freedom. This means that no conditions were created by the government to curb freedom," he said, quoted by ANTARA, Monday, January 5.

He said that the right to freedom of expression was the highest-scoring aspect in the civil rights index. The government assessed that the fulfillment of people's rights for the civil rights dimension over the past year reached a score of 58.28.

According to Pigai, in 2025 there is no government policy that restricts or restricts people's freedom of expression. This condition is considered different from previous years.

"In the past, there were policies that restricted freedom, such as the Perkap on Hate Speech, it restricted freedom, the MD3 Law where the DPR RI could not be criticized, it restricted freedom," he said.

"The decree or PP on Community Organizations that is oriented to causing several organizations to be disbanded. Restricting freedom of association. Then, the revision of the KPK Law restricts transparency and impartiality in the law enforcement process," he added.

Therefore, Pigai said Indonesia experienced a democracy surplus during President Prabowo's leadership.

The Human Rights Minister also conveyed that the Human Rights Index in 2025 reached a score of 63.20 with the highest achievement seen in the aspect of the right to food and the right to freedom of expression.

He explained that the right to food obtained the highest score in the economic, social, and cultural dimensions (ekosob), while the right to freedom of expression was the highest achievement in the civil and political or sipol dimensions.

Overall, the ecosystem score reached 68.97 and the sipol reached 58.28. The Human Rights Index was first released by the Ministry of Human Rights and the Central Statistics Agency (BPS) on Monday (15/12/2025).
