JAKARTA - The Corruption Eradication Commission (KPK) revealed that it stopped investigating the alleged corruption case committed by the former Regent of North Konawe Aswad Sulaiman, namely on December 17, 2024, or during the KPK period 2024-2029 which was headed by Setyo Budiyanto.
"After going through a series of exposure processes in 2024, this case was decided to be discontinued by issuing SP3 (order to stop the investigation, ed.) dated December 17, 2024. The issuance of SP3 has gone through optimal efforts in the long investigation," said KPK spokesman Budi Prasetyo to journalists in Jakarta, Antara, Tuesday, December 30.
According to Budi, the KPK has previously tried to optimize it to prove the illegal acts committed by the parties concerned, namely in the crime of state financial losses and bribery.
For the crime of state financial losses, he said the KPK did not have enough evidence because the State Comptroller (BPK) RI as the state auditor stated that it could not calculate it.
"In the BPK letter, it was stated that the state's losses could not be calculated because the mines that had not been managed were not recorded as state or regional finances, including mines managed by private companies that were not included in the scope of state finances," he said.
Therefore, he said, the BPK considers mining to be a problem in the Aswad Sulaiman case, if there is a deviation in the process of granting mining business permits (IUP), then the results of the mine cannot be categorized as state losses as stipulated in Articles 2 and 3 of Law Number 20 of 2001 concerning Amendments to Law Number 31 of 1999 concerning Eradication of Corruption Crimes (UU Tipikor).
Meanwhile, for the alleged bribery case, he said the KPK could not continue the investigation because it had expired.
Previously, on October 3, 2017, the KPK named Aswad Sulaiman as the Acting Regent of North Konawe for the 2007-2009 period and the Regent of North Konawe for the 2011-2016 period as suspects of alleged corruption related to the granting of mining exploration and exploitation power permits, as well as mining business permits for production operations from the North Konawe Regency Government, Southeast Sulawesi, 2007-2014.
The KPK suspects that Aswad Sulaiman caused state losses of at least IDR 2.7 trillion which came from the sale of nickel production results which were allegedly obtained as a result of a licensing process that was against the law.
In addition, the KPK suspects that Aswad Sulaiman during 2007-2009 received bribes of up to IDR 13 billion from a number of companies that applied for mining power permits.
On September 14, 2023, the KPK planned to detain Aswad Sulaiman. However, this was not carried out because the person concerned was rushed to the hospital.
Then on December 26, 2025, the KPK announced that it had stopped investigating the case because there was insufficient evidence.
On December 29, 2025, the KPK revealed that the BPK RI had difficulties in calculating state losses, resulting in the KPK not having sufficient evidence to carry out the next process.
On December 30, 2025, Deputy Chairman of the KPK for the 2015-2019 period, Saut Situmorang, said that the value of the state's losses of Rp. 2.7 trillion calculated during his leadership was not a forced calculation, but could be accounted for.
