JAKARTA - Member of the National Police Reform Acceleration Commission (KPRP) Mahfud MD admitted that the commission also highlighted the issue of promotions and recruitment in the National Police which was considered still problematic.
"Recruitment, promotion, rotation, and so on are part of the discussion," Mahfud said at the Faculty of Law, University of Gadjah Mada (UGM), Sleman, Yogyakarta Special Region, Monday, quoted by Antara.
Mahfud noted that there were still problems in the promotion process in the police, including members who had not met the requirements but could be promoted faster.
"We note that there are people whose ranks are not up and down, there are people who have not met the requirements who suddenly have risen in rank," he said.
Mahfud also revealed the alleged practice of payment in the recruitment and education process in the police outside the official mechanism.
"In fact, people go to Sespim (Police Staff and Leadership School) so that they can become Brigadier Generals, and so on, they pay. Who do you pay? Yes, pay to your friend who takes care of it," he said.
"If you ask in the account of the National Police, there is none, right, you can't pay it," continued Mahfud.
He added that the recruitment of prospective cadets for the Police Academy (Akpol) was also said to be colored by the rationing system.
"So the recruitment to join Akpol is also now using quotas. So the products of the last few years are not really selective, but because of closeness of relationships, because of political relationships, and so on," he said.
According to Mahfud, these various issues are still in the deepening stage by the KPRP.
"All of that became the material for a fairly in-depth discussion, and it will be decided later through inputs," said Mahfud.
